The SANDAG Vision for Transportation Demand Management

Since 1995, SANDAG has operated a regional Transportation Demand Management (TDM) program responsible for planning and implementing strategies for reducing drive-alone trips. TDM is a key component of San Diego Forward: The Regional Plan to achieve greenhouse gas reduction targets set by the California Air Resources Board in response to Senate Bill 375. The plan to manage demand is based on proven strategies as well as new and innovative solutions.

Recognizing that the mobility landscape is rapidly changing, the SANDAG TDM program is leveraging technology, shared mobility services, and public- private partnerships to expand transportation choices. The agency’s development of a Regional Mobility Hub Strategy and proposed investment in mobility hubs in the Regional Plan is an example of how SANDAG is a leader in advancing transportation technologies and new mobility services that improve quality of life for the region. SANDAG is also collaborating with regional agencies statewide on coordinated planning and policy development for emerging technologies and transportation services through the Future Mobility Research Program.

Transportation Planner Role

As a member of the TDM team, the Transportation Planner will coordinate two grant funded planning projects: ”The Future of Mobility: Analyzing the Impact of Ride-hailing on California Communities” and “Planning for Operations of Mobility Hubs.” This position will play a key role in representing the TDM program and collaborating with other Metropolitan Planning Organizations within California, public and private sector organizations, and academic institutes across the region, state, and nation.

Job Responsibilities

This position is ideal for an experienced professional in transportation planning and mobility management with an interest in implementing innovative transportation projects, programs, and services. We anticipate significant career development will occur while working on the types of duties and responsibilities described below and through mentoring and close collaboration with senior management. Examples of primary responsibilities include:

  • Coordinate two Caltrans-funded planning grant projects; develop project schedules and budgets; monitor progress and report on grant performance; coordinate project team activities; ensure regular communication and collaboration with grant partners and stakeholders.
  • Collaborate with the SANDAG Communications Department to develop and implement public outreach plans for each project; develop and monitor project communications materials such as web content, collateral, and social media; assist with responses to public inquiries.
  • Develop strategic partnerships with local, state, and federal agencies, academic and industry partners, consultants, operating agencies, and vendors that support mobility hub implementation.
  • Develop comprehensive business plans or project proposals that include operating costs, partnership and/or revenue opportunities, marketing strategies, and program evaluation criteria.
  • Develop concept plans, pilot and demonstration projects, prepare implementation plans, conduct monitoring and evaluations, and assessments. Coordinate a comprehensive, statewide data collection effort related to ride-hailing activity in the San Diego, Los Angeles, and San Francisco Bay regions; coordinate survey research with the Metropolitan Transportation Commission (MTC), Sacramento Area Council of Governments (SACOG), and the Southern California Association of Governments (SCAG); develop survey instruments as well as data collection and analysis methodologies; develop planning and policy recommendations related to ride-hailing services.
  • Coordinate the development of Requests for Information and Requests for Proposals, scopes of work, project deliverables, budgets, and schedules; participate in the selection of consultants and vendors and supervise their work; ensure project milestones are set and that projects progress on schedule within the approved budget and at a high level of quality; ensure projects are completed in adherence to funding agency requirements.
  • Supervise, mentor, train, and support career development opportunities for employees; oversee and coordinate projects; review and evaluate work products, methods, and procedures (Senior level only).
  • Prepare and present written, oral, and visual reports and recommendations to the Board of Directors, Policy Advisory Committees, community groups, private organizations, members of the public, and other groups.

Experience and Qualifications

Numerous factors contribute to an individual’s ability to be successful in any given role. For this position, we are searching for a candidate with an entrepreneurial spirit who enjoys the challenge of innovation and problem-solving, has a proven track record of coordinating grant funded projects, and has experience in the coordination and delivery of transportation plans, programs and services. Superior organizational capabilities, the ability to work collaboratively and build consensus, and highly-developed communication skills are important attributes for this position.

The minimum education, training, and experience qualifications include a bachelor’s degree with major course work in planning, public or business administration, or a related field, and four years (Associate level) to five years (Senior level) of increasingly responsible, professional experience in transportation, mobility management, or other comparable programs, including some lead or supervisory experience (Senior level). An advanced degree is desirable.

The following information describes the specific types of career experiences that are most relevant to this position.

  • Knowledge of the principles, practices, and current trends related to TDM including congestion management, systems management, Intelligent Transportation Systems, multi-modal transportation, shared mobility, and innovative mobility services.
  • Knowledge of federal, state, and local laws, regulations, and requirements pertaining to regional transportation planning, congestion management, and systems management; familiarity with current political trends related to these areas.
  • Experience with grant writing and grant management; experience with grant compliance and grant performance monitoring and reporting.
  • Ability to build awareness of programs, services, and resources through strategic business partnerships; demonstrated ability to enhance program revenues through sponsorships, partnerships, or other mutually beneficial business models.
  • Knowledge of organizational, business management, and strategic planning practices as applied to the delivery of programs and services; knowledge of fiscal management principles and procedures; experience participating in the development of annual work programs and operational budgets; ability to monitor and control expenditures and ensure adherence to funding requirements.
  • Experience developing problem statements, conceptual plans, feasibility studies, and alternatives analyses; ability to develop pilot projects and demonstrations from concept through implementation, prepare assessments, and corresponding monitoring and evaluation reports.
  • Experience identifying business and/or program development opportunities that capitalize on market conditions; experience conducting cost-benefit and market feasibility analyses, and creating comprehensive business plans and marketing strategies that lead to greater awareness and broader use of programs, services, and resources.
  • Experience coordinating project teams and multidisciplinary working groups, and supervising and evaluating the work of professional and technical employees; strong organizational skills and experience leading diverse project teams (Senior level only).
  • Experience coordinating projects through consultants; experience supporting the development of RFPs, scopes of work, budgets, and schedules, consultant selection, development of work products, and performing contract administration functions.
  • Experience monitoring and evaluating project progress; ability to prepare summary reports that communicate project status; ability to identify existing or potential schedule problems and ensure these are adequately communicated to project managers.
  • Effective time management and organizational skills and the ability to prioritize multiple tasks in a fast-paced environment; ability to exercise good judgment and work independently.
  • Ability to establish and maintain credible working relationships with those contacted in the course of work including agency and other government officials, community groups, and the public; ability to gain cooperation and consensus through discussion.
  • Outstanding written and oral presentation skills and the ability to effectively communicate technical information and recommendations to a variety of audiences including elected officials, member agencies, the public, and upper management.
  • Strong computer skills and proficiency with the Windows operating system and Microsoft Office applications especially Word and Excel; and presentation programs (PowerPoint).
  • The selected candidate can anticipate a driving record check upon hire, and approximately annually thereafter. The results of the check may determine whether the selected candidate will be permitted to drive for SANDAG business.

The Transportation Planner will be filled at the Associate or Senior level, depending on the qualifications and experience of the selected candidate. The annual salary ranges are: Associate - $58,979 to $94,366 per year; Senior - $71,689 to $114,703 per year.
