SALARY: $35,000 - $40,000


JOB FUNCTION: Under direct supervision of the Executive Director, the Fiscal Officer performs a variety of financial tasks and assists in outreach and intake functions of the Energy Assistance Programs, and other programs have an intake and outreach component.




  1. Maintains financial records regarding energy programs and other programs as assigned.


  1. Assists in the preparation of monthly financial reports.


  1. Requisitions funds from the State and maintains a cash flow for assigned programs.


  1. Prepares checks and arranges for signatures by proper Board personnel


  1. Types reports, documents, and related materials.


  1. Edits minutes, reports, documents, and related material.


  1. Assists auditors, both independent and Agency-associated, and maintains contact

with fiscal personnel from various funding and recipient agencies.


  1. Outreach – provides information to the general public as part of the agency’s efforts to extend access to the related energy assistance programs to all potentially eligible clients.


  1. Provides energy related information and self-help tip to low-income clients, referrals to other related programs such as energy payment plans (e.g. LIHEAP), housing assistance, weatherization assistance, job service, job training, energy assistance.


  1. Attends Meetings/Conferences either local, statewide, or nationwide as deemed

necessary by the Executive Director


  1. Performs such other functions as may be assigned.




GENERAL KNOWLEDGE AND SKILLS:  Good knowledge of the application of generally accepted accounting principles, bookkeeping terminology and method; basic knowledge of data processing principles, of office methods and procedures, and familiarity with the use of modern office equipment; ability to understand and carry out general oral and written instructions and to work out detailed working procedures appropriate to objectives desired; ability to prepare moderately complex accounting reports and statements, and make and verify computations with accuracy, and at a reasonable rate of speed;  and considerable skill in the application of modern methods and practices utilized in double entry bookkeeping. Ability to counsel and communicate effectively with persons of diverse social and economic backgrounds.


QUALIFICATIONS:  Possession of a high school or business school diploma, and a minimum of three years experience in clerical/bookkeeping work or any equivalent combination of training and experience. Experience with 2 CFR 200 accounting principals and understanding of GATA coding and application is preferred. Salary compensation based on experience.


Possession of valid driver’s license and automobile for use in work.
