Primary Objective of Position

Plan, direct, and participate in activities concerned with development, application, maintenance, and test of processes, materials, and products related to company quality and reliability objectives. Establish and achieve planned performance levels in product conformance and process capability. Promptly report any variance from plan and recommend corrective action(s). Participate in quality activities designed to assure product conformance and process capability.

Job Responsibilities

* Conduct and provide support for mechanical/electrical testing for new and existing products and calibration.
* Compile and provide test reports with recommendations for improvement.
* Build simple test fixtures for material, product or process analysis.
* Serve as a change agent and implement measures that improve test methods, equipment performance, product quality and/or reliability.
* Maintain routine data collection, entry, or reporting to assure product conformance, process capability, or equipment calibration.
* Develop and implement standards and methods for inspecting, testing, calibrating, and evaluation of materials, products, returns, equipment and processes.
* Devise sampling procedures and implement systems for recording, evaluating, and reporting quality and reliability data.
* Work with Management to further develop, optimize and improve Quality testing processes in support of AS9100, ISO 9001, and MIL-STD-790 Quality Management Standards as applicable.
* Adhere to company policies, procedures, and applicable budget requirements.
* Employee may be responsible for the generation, labeling, storage, and other general management of hazardous waste. Employee requires "Hazardous Waste Management Training" once per year in accordance with Minn. R. 7045.0292 if job responsibilities include handling hazardous waste.

Technical Job Functions

* Ability to operate computerized data entry equipment.
* Familiar with operation of electronic test equipment used in testing of coaxial microwave devices (Network Analyzer, Spectrum Analyzer, Power Amplifier, Digital Multimeter).
* Experience in modular test software development including configuration and data extraction.
* Creation of Acceptance Test Procedures (ATP).
* Experience in Qualification / Environmental testing.
* Work with staff and coworkers to utilize quality improvement methods of assessment, planning, implementation, and validation.
* Set-up and operate a variety of mechanical or electronic measuring equipment.
* Provide support and test procedures for special processes.
* Conduct and provide support for mechanical/electrical testing for new and existing products, raw material, warranty returns and calibration. Compile and provide test reports with recommendations for improvement. Build simple test fixtures for material, product or process analysis.
* Develop qualification requirements and standards for new products.
* Assist in the development of written policies and procedures essential to the administration and operation of the Quality Management System. This includes timely updates as changes in Quality standards dictate.
* Utilize Statistical Process Control (SPC) techniques as a tool to support process capability and to assist in corrective action activities as appropriate.
* Develop procedures to test product performance and reliability.
* Devise sampling procedures and implement systems for recording, evaluating, and reporting quality and reliability data.
* Participate and interact with company departments, suppliers and customers on matters related to test processes as they relate to product quality and reliability objectives.
* Comply with all applicable policies, procedures, rules and regulations.
* Assume other projects and responsibilities from time to time as directed.

Knowledge

* Ability to satisfactorily complete and implement all OJT and required trainings.
* Ability to understand the organization structure, businesses and sites, and applying that knowledge to daily tasks, communications and assignments.
* Fully understand the health of Cinch Connectivity's Quality Management System.
* Detailed understanding of Performance Improvement tools and methodologies including, but not limited to, Lean, Six Sigma, problem solving techniques (i.e. 8D, 5-Why, DMAIC, PDCA, etc.), data collection/mining, etc.
* Working knowledge of AS9100, ISO 9001, and MIL-STD-790 Quality Management Standards and related internal and external audits.
* Knowledge of impending Quality Management Standard updates/revisions and changing customer requirements.
* Expertise in problems solving techniques and their application.
* Working knowledge of purchasing principles, supplier qualification and measurement.
* Working knowledge of product scheduling techniques.
* Ability to manage several complex projects and issues simultaneously.
* Knowledgeable in the development, implementation and management of performance metrics that clearly communicate the strength/weakness of the daily operations of assigned product areas within the facility.
* Knowledge of machining, metal fabrication, assembly and testing principles.
* Working knowledge of statistical tools and usage.

* Ability to implement new technologies or methods as needed.

* Lead employees in the implementation of Performance Improvement tools and methodologies (i.e. Lean, Six Sigma, Continuous Improvement, etc.) as necessary. Conduct training in these techniques as needed.
* Able to establish creditability and build trust with customers, suppliers and within the company.
* Skilled in the use of Agilent Vee test software (preferred) and/or LabView test software.

Job Requirements

Education and Experience

Basic Qualifications

* Bachelor of Science degree in Electrical Engineering (BSEE) or equivalent combination of electrical engineering education and related work experience
* Working knowledge and experience with Quality Management Systems, Quality function management, Product Realization systems, problem solving methodologies, continuous improvement philosophies, and Lean/Six Sigma manufacturing practices
* Demonstrated superior written and verbal communication skills
* Aptitude to work without close supervision
* Ability to interface and work well with all levels of management personnel and across/down functional lines
* Must be a US Citizen or Permanent Resident

Preferred Qualifications

* Five years of Quality Test Engineering experience in a similar manufacturing environment
* Prior quality discipline exposure to Telecommunication, Defense, Aerospace and Space products and respective flowdown requirements
* Professional member (i.e. Certified Quality Engineer, Black or Green Belt ASQ certification, QMS certification, etc.)

* Low level of travel to customer locations, Cinch Connectivity facilities and other sites as needed
