The State of New Hampshire, Department of Transportation, Division of Operations, Bureau of Transportation Systems Management and Operations has a part-time vacancy for a Civil Engineer I-III (ITS Design Engineer).

Summary:

CIVIL ENGINEER I:

To perform entry-level engineering duties for a variety of engineering projects in the area of Intelligent Transportation Systems (ITS) for the Bureau of Transportation Systems Management and Operations (TSMO).

CIVIL ENGINEER II:

To perform basic engineering duties for a variety of engineering projects in the area of Intelligent Transportation Systems (ITS) for the Bureau of Transportation Systems Management and Operations (TSMO).

CIVIL ENGINEER III:

To perform a variety of basic engineering duties related to Intelligent Transportation System Design engineering for the Bureau of Transportation Systems Management and Operations (TSMO).

Responsibilities:

CIVIL ENGINEER I:

Observes the installation of Work Zone ITS equipment in construction projects.

Compiles information, conducts field reviews, and performs basic design functions and quality calculations.

Reviews existing as-built plans, evaluates Intelligent Transportation System needs, and prioritizes locations.

Assists in the production of Incident Management Plan (IMP) documents for use by State and local police and emergency response personnel.

Researches technical specifications for ITS equipment and software.

Researches ITS systems to be used in the development of ITS master plans.

CIVIL ENGINEER II:

Prepares Work Zone ITS plans including equipment layout and placement for construction projects.

Creates presentation-quality base plan graphics for use in developing documents, presentations, and public meetings.

Prepares technical specifications for ITS equipment and software.

Develops plans, special provisions and estimates for construction contracts.

Communicates with other Bureaus to gather information for ITS highway plans.

Assists in the development of ITS master plans.

Assists in the production of Incident Management Plan (IMP) documents for use by State and local police and emergency response personnel.

CIVIL ENGINEER III:

Prepares Work Zone ITS plans including equipment layout and placement.

Assists in the development of communication infrastructure plans using wireless and fiber optic technologies.

Assists in the production of Incident Management Plan (IMP) documents for use by State and local police and emergency response personnel.

Assists in the development of ITS master plans.

Assists in the creation of presentation-quality base plan graphics for use in developing documents, presentations, and public meetings.

Reviews the existing infrastructure, determine ITS needs, and prioritize locations.

Prepares and reviews technical specifications for ITS equipment and software.

Develops plans, special provisions and estimates for construction contracts.

CIVIL ENGINEER I:

MINIMUM QUALIFICATIONS:

Education: Possession of a Bachelor's degree from a recognized college or university with a major study in civil engineering or civil engineering technology.

Experience: No experience required.

OR

Education: Possession of an Associate's degree from a recognized college or technical school with a major study in civil technology.

Experience: Two years' post graduate experience in a civil engineering environment in a position comparable to an Engineering Technician.

License/Certification: Applicant must possess a valid driver's license. The applicant's Motor Vehicle Record (MVR) must meet the minimum standards as established by the hiring agency. Possession of an Engineer-in-Training Certificate issued by the Joint Board of Licensure and Certification. (Bachelor's degree applicants not possessing an E.I.T. Certificate may be hired at a one-salary grade reduction).

SPECIAL REQUIREMENTS:

Offers of employment are conditional upon receipt of a negative result on pre-placement urinalysis controlled substance test.

Must participate in controlled substance and alcohol testing program, which includes random, reasonable cause, return to duty and follow-up testing.

Applicants are subject to a New Hampshire criminal record background check.

Ability to communicate effectively both orally and in writing.

Ability to establish and maintain effective working relationships with other employees and State and local authorities.

All accountabilities must be performed in accordance with State and Department rules and policies, including risk management, safety and environmental standards, regulations and administrative orders.

Candidates with degrees in one of the fields listed below may be hired at the level of Engineering Technician (level depends upon experience) and promoted to Civil Engineer I upon possession of an E.I.T. Certificate and the experience qualifications stated on this class specification:

* Bachelor's degree in Architectural Engineering Technology
* Bachelor's degree in Mechanical Engineering
* Bachelor's degree in Electrical Engineering
* Bachelor's degree in an Environmental Science
* Associate's degree in Architectural Engineering Technology and Architecture and Building Technology

Consideration of the candidates' qualifications will take place on a case-by-case basis by the Division of Personnel in conjunction with the Department of Transportation.
