Job Description


This position description is subject to change at any time as needed to meet the requirements of the program or company.


The Program Manager leads the U.S. Naval Academy (USNA) Base Operations Support (BOS) contract in Annapolis, MD . The PM leads decision making and management of a skilled technical team at the USNA, America's premier institution of higher education for undergraduate midshipmen. Position requires skills in project finance, BOS services, human resource management, government customer communication, and timely response to changing seasonal requirements. Contract managed by the Naval Facilities Engineering Command (NAVFAC) from Norfolk, VA and at USNA.

Specific tasks include:

* Documenting customer requirements based upon business and mission goals, evaluates existing business architecture and identifies gaps, solutions and impacts to existing applications, workflow, and infrastructure; to include cost, schedule and resources.
* Overseeing all financial activities including managing project profitability and loss control, reviewing time sheets, approving purchases, confirming quality supply chain.
* Working closely with collective bargaining unit leadership and members
* Working closely with supervisors and lead technical personnel to properly understand customer requirements and successfully initiate/complete projects.
* Adhering to company and government processes, regulations, and statutes.
* Directing personnel work assignments and staffing with qualified workers interfacing with client's contracting leadership and achieving key financial measures.
* Developing, maintaining, and implementing management plans
* Conducting frequent customer and internal staff interface
* Organizing and conducting program status reviews, team meetings, and other business functions
* Assisting in other business development, capture, and program management activities.
* Serving as a key participant in growing the overall business.


* Directs all phases of programs from inception through completion.
* Responsible for cost, schedule and technical performance of company programs or subsystems of major programs.
* Negotiates contract with customer and oversees contract changes.
* Negotiates collective bargaining agreements (CBAs) with unionized workers
* Coordinates preparation of business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
* Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
* Establishes milestones and monitors master plans and schedules. Defines program problems and coordinates solutions such as allocation of resources or changing contractual specifications.
* Coordinates subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions.
* Directs work of a diverse employee population.
* Performs other duties and assignments as required.


Work generally conducted on USNA provided office space. Duties will involve outdoor inspection and customer/team coordination with potential exposure to tropical climatic conditions.


Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.

* Bachelor's degree in business, engineering, management, or related discipline from an accredited institution.
* Project Management Professional (PMP) certification preferred.


* Minimum of 10 years' corporate experience in multiple functional areas including program management, business operations, human resources, procurement/subcontracts, contracts, operations, labor negotiations, public works and/or logistics support.
* Ideal candidate will possess 10 years Naval Engineering Facilities Command (NAVFAC) expertise.
* Seven years effective leadership on project of 100 workers in civilian or military environment.
* Previous experience managing a unionized work force of 100 persons.
* Experience driving the review and analysis of the effectiveness and efficiency of existing systems and plans, and developing strategies for improving or further leveraging these plans.
* Civil Engineering Corp (CEC) Cert. is required.
* Professional Engineer (PE) as highly desirable
* Experience representing private corporations and leading customer reviews. Demonstrated business growth skills that may include organic program growth or proposal management and pre-award opportunity management.
* Demonstrated ability to develop customer intimacy/customer partnering and excellent working relationships with internal management, customers and industry peers at various management levels.
* Ideal candidate will possess first-hand experience with .earned value management systems (EVMS), budget management, schedule management, risk/opportunity management, subcontractor management, and requirements analysis.
