THE POSITION

The Talent Acquisition Compliance Manager (Manager) will be responsible for collecting, synthesizing, analyzing, monitoring and disseminating data related to XPO’s recruiting and selection practices and processes in adherence with Affirmative Action, Equal Employment Opportunity, and other related federal and state regulations. The Manager will also implement efforts to measure the effectiveness of XPO’s broader diversity talent acquisition strategies. In addition, s/he will use the analytical findings to support business cases to drive needed changes and improvements. The Manager will collaborate with key internal stakeholders including those in Diversity & Inclusion, Talent Acquisition, Talent Management, Workforce Analytics, Total Rewards, Legal, and Compliance to achieve the XPO’s objectives.

 

 

THE RESPONSIBILITIES

  • Document and audit recruitment and selection record-keeping procedures consistent with OFCCP rules and related regulations to include interview notes, applicant management and dispositioning, and job postings.
  • Manage processes to ensure consistent use and retention of applicant interview guides across the firm.
  • Conduct periodic self-audits, summarize areas of opportunity, and recommend appropriate interventions to eliminate possible barriers in the hiring and selection processes. This may include monitoring progress toward annual Affirmative Action placement goals; conducting step analyses to better understand the drivers of potential hiring adverse impact; and evaluating the effectiveness of diversity outreach efforts.
  • Collaborate with the Workforce Analytics and HRIS teams to design, build and publish dashboards, scorecards, reports and related metrics to enable business and HR leaders to gain insight into the diversity of candidate slates and selection decisions. Effectively and concisely tell a story and present actionable insights via PowerPoint and/or Excel charts and graphs for senior and middle management decision making.
  • Build and deliver training to recruiters and other HR staff on effective recruitment record-keeping techniques to ensure compliance with AA and EEO rules and regulations.
  • Assist Human Resource Coordinators in meeting minority and female hiring requirements.
  • Update and submit annual Federal and State reporting for minority and female utilization (EEO-1, VETS etc.).
  • Update and administer annual Affirmative Action Plans.
  • Educate all managers on the OFCCP 16 Required Action Steps to ensure construction contract compliance.
  • Oversee I-9 and e-Verify compliance
  • Oversee religious accommodation compliance.
  • Translate compliance requirements, area performance, trending and benchmarking into strategy and solutions for Talent Acquisition. Research options and techniques for analyzing data, and then convert findings to support the case for needed changes and improvements.
  • Create communication plans and patterns for transmitting key talent acquisition outcomes to leadership; facilitate discussions regarding outcomes, performance, program changes and other aspects of the diversity recruiting efforts.
  • Serve as a subject matter expert on recruitment and selection related EEO and OFCCP rules and regulations to include the Internet Applicant Recordkeeping Rule, required postings, self-identification, and outreach efforts.
  • Consult with recruiters and leaders to help identify areas of opportunity and recommend improvements as needed.
  • Interface with all functional areas of HR to translate implications of solutions and manage completion of needed additions or changes to existing programs (i.e. enhancements to learning modules, modifications to new hire pay practices, creation of manager training on behavioral based interviewing)
  • Interact regularly with HR partners including Talent Acquisition and D&I; will also interact occasionally with Compliance and other business leaders across the company 
  • Influence leaders to drive change and adoption of new practices
  • Manage resources; know who to involve, when and how; proactively create alliances
  • Effectively manage time to follow through on multiple projects, commitments and assignments
  • Manage conflict in a manner that maintains strong relationships
  • Work with the Internal Audit team to ensure audit and control requirements are met

      THE QUALIFICATIONS

     

      Required

  • Bachelor's degree
  • Five + years’ professional experience.
  • Minimum of three years’ experience working with federal requirements and/or regulatory matters (AAP, OFCCP, EEO)
  • Experience working closely with legal, compliance and audit partners.
  • Demonstrated advanced knowledge of Microsoft Excel or similar software. Experience with Excel using pivot tables, and advanced formula writing.
  • Demonstrated knowledge of data analytics with exposure to HR metrics.
  • Minimum of two years’ experience auditing against regulatory standards.
  • Minimum of two years’ experience managing a team.

 

      Preferred

  • Ability to identify and recommend continuous improvement opportunities.
  • Ability to deliver presentations and conduct training for various audiences across the company
  • Ability to synthesize, organize, analyze, summarize, and present data in a meaningful way.
  • Ability to balance multiple priorities while meeting critical deadlines.
  • Ability to influence and lead project teams.
  • Ability to deal effectively with ambiguity and encourage others to do the same.
  • 5-10 years’ experience with or knowledge of end to end recruiting processes for a federal contractor.
  • Six Sigma methodology and/or Lean certifications.
  • Background in Risk Management and/or development of Key Performance and Risk Indicators/
  • Advanced degree.
