Job Description

To take responsibility for and manage assigned roadway design, water and sewer, and site development projects, and to perform project engineering duties in bringing the project to a successful completion.



* Manages, and maintains familiarity with all aspects of a project including, but not limited to the following:
* Assigning design and detailing duties
* Scheduling due dates
* Providing technical advice and assistance to project personnel
* Coordinating the collaborative efforts of the Engineering, Survey and Mapping departments
* Directing the project to a timely completion
* Interfaces with clients as necessary to ensure that a satisfaction level is maintained.
* Prepares invoices for engineering services rendered.
* Processes contractors' applications for payment.
* Negotiates contract change orders.
* Enforces the contractual obligations of the contractor.
* Participates in public hearings on property owners' easement, or right-of-way acquisitions.
* Keeps the project moving toward completion consistent with due dates and the project's overall time-frames.
* Attends any city council or committee meetings relative to the project.
* Keeps attuned to permitting needs for the proposed activity.
* Maintains accurate records of amounts being spent on a project, how is being spent, billings, etc.
* Provides communications, letters and e-mails to appropriate personnel on the status of the project.


* Obtains surveys from the survey CAD file and conducts field reviews to verify and qualify surveys and/or digitally prepared maps.
* Prepares the technical design concept of the project.
* Initiates permitting through appropriate state and local agencies.
* Oversees and directs the work activities of CAD Technicians in the preparation of preliminary and final drawings.
* Establishes time frames for the completion of the drawings.
* Checks drawings for accuracy to ensure quality control (QC) standards have been met.
* Prepares bid documents containing technical specifications and contract administration to bind into contract.
* Researches new products for implementation into concept designs.
* Maintains a good design filing system for the timely retrieval of previous projects used for timesaving and efficiency purposes.
* Provides for effective communications and coordination of efforts between design and support services, such as Survey and Mapping.


* Assumes other special activities and responsibilities from time to time as assigned.


Education, Training and Experience.

* A college graduate with a degree in civil engineering, or related area of specialization is required. Must have passed the examination for registration as an Engineer-In-Training. Special courses in applied engineering sciences and information technology beneficial.
* Four or more years of progressive professional and management experience in the technical and practical aspects of transportation and civil works engineering to acquire sufficient background with which to assume the responsibilities of the position.

* Must be thoroughly knowledgeable of industry standards, codes and regulations; and have the ability to influence and deal with a variety of persons requiring a moderate degree of tack and persuasion. Should possess mechanical and analytical abilities and be undisturbed by the complexity of duties, multiple projects and variety of details.
* Considerable initiative and judgment involved in delegating responsibilities, standardizing procedures, interpreting policies, and regulations, promoting favorable client relations, and in selecting and training a competent staff. Leadership qualities are essential in carrying out managerial and project responsibilities.
* Machines, Equipment, Electronic Devices and Software Operated.
* Personal Computer, Windows NT based operating system, Microstation, AutoCAD, Inroads, Siteworks Geopak, AutoCAD Land Development, Civil Design, Microsoft Word, Microsoft Excel, Microsoft Access, PowerPoint, Microsoft Outlook, plotter, blue line machine, copy machine and fax.


Physical Activities of the Job.

* This job requires the following physical activities: Climbing (stairs), balancing, stooping, kneeling, crouching, reaching, walking, pushing, pulling, fingering, grasping, talking, hearing and repetitive motions.

Visual Acuity Requirements of the Job.

* This job meets the minimum standards for use with those whose work deals largely with computer operations at distances close to the eyes. The incumbent to this job must have the ability to work under conditions requiring considerable attention to detail.

Physical Requirements of the Job.

* Sedentary work involving sitting much of the time.
