Job Description

West Virginia Conservation Agency (WVCA) seeks applicants for an Administrative Services Assistant 3 headquartered in Charleston, WV. This position provides administrative assistance for conservation programs tracking and data entry of budgets, grant documents and preparation of verbal and written reports for grant progress reporting. Individual performs related work as required and other duties as assigned.

Nature of Work:

Performs administrative work in providing support services such as fiscal, personnel, inventory control. Develops or assists in developing and implementing plans/procedures for resolving operational problems and for improving administrative services. Work is typically varied and includes inter- and intragovernmental and public contact. Individual performs related work as required and other duties as assigned.

Work Environment:

This position operates in an indoor office environment, sitting, standing, walking, using a computer and other office equipment, performing calculations, and communicating orally and in writing. Some travel with overnight stays is required.

Examples of Primary Work:

  • Assists in determining the need for changes in procedures, guidelines and formats; devises a solution; monitors the success of solutions by devising quantitative/qualitative measures to document the improvement of services.
  • Confers with inter- and intra-agency personnel to transact business, gather information, or discuss information; may be in a position with public or federal government contact.
  • Gathers and compiles information for state records; writes reports, balances tally sheets, and monitors inventories, purchases, and sales.
  • Maintains files of information in hard copy or electronic format; runs reports for regular or intermittent review.
  • Updates records and contacts employees to gather information; represents the supervisor or unit in the area of assignment at in-house meetings.
  • Receives and disburses agency assets. Maintains inventory records.
  • Coordinates inventory assignments to staff.
  • Verifies and tag equipment and furniture received in the office.
  • Serves as a liaison between the WVDA and WVCA staff related to fixed inventory, and provides information in inventory during an exit interview.
  • Reviews and corrects a variety of documents for accuracy and compliance with rules and regulations for fixed assets.

Examples of Secondary Work:

  • Provide backup assistance for other Administrative Services Assistants.

Knowledge, Skills and Abilities:

  • Ability to collect and compile accurate information.
  • Ability to communicate with a variety of people, both orally and in writing.
  • Ability to perform basic arithmetic.
  • Knowledge of general office practices and procedures.
  • Knowledge of regulations, processes and procedures in the area of assignment.
  • Knowledge of state and federal laws and regulations related to the area of assignment.
  • Knowledge of all Microsoft Suite programs required.

Minimum Qualifications:

Grade 5.1-7.10- Administrative Services Assistant 3 -$30,388-$38,306

Education: Associate’s Degree in the area of business management, bookkeeping, office administration, project monitoring, procurement, property inventory, written communications or budgeting; and

Experience: Two (2) years of full-time or equivalent part-time paid employment in a technical or professional position providing administrative services or office management role.

Or

Education Substitution: Education may be substituted on a year-for-year basis for up to three (3) years of the required experience in business management, bookkeeping, office administration, project monitoring, procurement and property, written communications or budgeting.
