THIS IS A BARGAINING UNIT POSITION.

WORK SCHEDULE: 7:30 a.m. to 4:00 p.m.

The position is located at Central Texas Veterans Health Care System (CTVHCS) which is a complex, affiliated, integrated health care system consisting of two Veterans Administration (VA) medical centers located in Temple and Waco, a large stand-alone outpatient clinic in Austin, four VA Community Based Outpatient Clinics (CBOCs) and one Outreach Clinic. The CTVHCS is one of the largest integrated healthcare systems in the Department of Veterans Affairs. CTVHCS provides acute medical, surgical, and psychiatric inpatient care; intermediate, hospice, geriatrics and extended care; blind rehabilitation; residential rehabilitation programs; and emergent care, ambulatory care and specialty care services, including physical medicine, neurology, oncology, orthopedics, urology, and dentistry.

DUTIES include but are not limited to:
The position is for a Program Support Assistant responsible for assisting the Risk Management Program staff and Quality Management of the Quality, Safety and Value Service with the planning, executing, and evaluating processes of the CTVHCS Risk Management Program. The primary purpose of this position is to serve as a program support assistant for the Quality Management Risk Management Program. The incumbent is under the direct supervision of the Chief, Quality Management, or designee. The position is health and risk related in nature, and the primary purpose is to analyze and evaluate (on a qualitative and quantitative basis) interrelated issues of effectiveness, and efficiency. The incumbent must understand all technical aspects of information systems that support data collection and reporting. Provide assistance to the Risk Management Staff and other quality management staff in performing analyses and evaluation of systems and processes.

Document the data collection processes and data for quality monitoring. Collects and analyze data to independently develop complex graphs for program managers and reporting. Assist with the preparation of meaningful reports for services, committees, councils, and staff, and presenting with analytical summary. Develop and maintain Access, Excel software and maintain other reporting systems including SharePoint for reporting and business intelligence dashboards and consolidate data from various sources as it pertains to risk management. Track medical staff peer reviews, prepares peer review agenda and meeting minutes (within 10 working days) for the medical staff peer review committee. The incumbent independently prepares provider correspondence regarding peer review levels and activities in accordance with VHA requirements. Deploy weekly Peer review status dashboard to the respective service chiefs/Assistant Chiefs. Interface with both internal and external customers, problem solve, resolve conflicts, and provide instructions.

Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serving as a program support assistant for the Quality Management Risk Management Program; analyze and evaluate (on a qualitative and quantitative basis) interrelated issues of effectiveness, and efficiency; understand all technical aspects of information systems that support data collection and reporting; provide assistance to the Risk Management Staff and other quality management staff in performing analyses and evaluation of systems and processes; document the data collection processes and data for quality monitoring; collect and analyze data to independently develop complex graphs for program managers and reporting; assist with the preparation of meaningful reports for services, committees, councils, and staff, and presenting with analytical summary.

There is no educational substitution for the GS-07 level.

Time-in-Grade Restriction - Applicants who are current or formerFederal employeesmust also meet time-in-grade requirements by the closing date of this announcement. For the GS-7 level, these applicants must have held at leastthe GS-6 grade or higher forone (1)year (52 weeks). The grade may have been in any occupation but must have been held in the Federal service.

Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there?,might be some walking; standing; bending; carrying of light items such as papers, books, small parts; or driving an automobile, etc. Should employee need to go into a construction site, a hard hat needs to be worn. No special physical demands are required to perform the work.
