Job Description

The Program Analyst Information Technology Support Specialist (ITAC) provides full service as a staff specialist for the Chief and Assistant Chief of Social Work, the Administrative Officer for Social Work and other sub-organizational elements on a variety of processes and functions. The incumbent demonstrates resourcefulness in fact-finding and analysis of data in solving the management and clinical application problems assigned for review. Major duties for the position include (but are not limited to):

  • Identifying problem areas requiring the attention of management while presenting recommended solutions based on thorough analysis and application of accepted management principles
  • Serving as coordinator for all Veterans Health Information systems and Technology Architecture (VISTA) work processing and Management Information Systems (MIS) within the Social Work Service
  • Conducting studies, monitoring reports, analyzing workload data while utilizing a wide range of methods and procedures
  • Performing space utilization studies within functional areas for the service
  • Reviewing and coordinating data collection required by Total Quality Improvement (TQI) initiatives
  • Providing assistance in the areas ofpreparation of Medical Center Memoranda, responding to site visits and other areas as a means ofincreasing program effectiveness and in meeting program objectives
  • Acting as a training coordinator by maintaining a thorough knowledge of functions, practices, procedures and analysis of trends
  • Overseeing the establishment of training programs using a wife variety of methods
  • Reviewing national and local directives, regulations and policy issues
  • Protecting data from unauthorized release or from loss, alteration or unauthorized deletion
  • Following applicable regulations and instructions regarding access to computerized files, release of access codes, etc.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

Specialized Experience: One (1) year equivalent to at least GS-9. SpecializedExperience is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization, this involves: planning, developing, and implementing specific projects relevant to the mission of a medicalfacility; identifying, gathering and/or preparing resource information that serves as the foundation for development preparation; submission of statistical data; and providing quality customer service.

NOTE: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position, salary/grade level, and the number of hours a week spent in such employment

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-09 level.

To be eligibile candidates must: 

  • have graduated with a baccalaureate degree from a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). 

  • have successfully passed the NCLEX-RN exam and hold an active, unrestricted license by the start of the program, but have no RN experience. 

  • be able to work full time on day shift with preceptors and mentors.

  • sign a statement of commitment. 

  • have a minimum cumulative grade point average of 3.0.
