Description

Purpose:

The UPMC Center for High-Value Health Care (the Center) is a non-profit research organization, housed within the UPMC Insurance Services Division, which focuses on innovations including optimizing clinical programs and payment models across the UPMC integrated health care delivery and financing system and building an extramural portfolio of research that holds promise for achieving the triple aim of improved health outcomes, reduced cost, and enhanced patient experience. Housed within the Center for High-Value Health Care, the Center for Value-Based Purchasing for Pharmaceuticals (VBPP) is charged to develop, implement, and evaluate new value-based payment models for pharmaceuticals at UPMC. The Program Administrator reports to the Senior Advisor and is responsible for supporting the identification, design, implementation, testing, and scale up of programs, models, products, and services across the Center for VBPP and Center for High-Value Health Care. The Program Administrator is responsible for day-to-day project oversight that includes coordinating meetings, handling communications, ensuring fidelity to project timelines, execution of tasks, production of deliverables, and operational activity, efficiency, and growth.

Responsibilities:

* Participates in strategic planning for the Grants & Contracts Program/Center for High-Value Health Care.
* Develops and maintains systematic processes for monitoring relevant external funding and publications opportunities.
* Conducts literature reviews and targeted research to inform specific program/proposal components.
* Ensures compliance with IRB and other legal/regulatory requirements.
* Works closely with project teams and facilitates progress toward timely completion of deliverables.
* Produces progress reports.
* Assists with development of publications in peer-reviewed journals and industry reports.
* Develops on-line resource library, including references, proposal boilerplate, key internal and external contacts, etc.
* Contributes to the development, writing and submission of project documents and proposals.
* Performs in accordance with system-wide competencies/behaviors.
* Performs other duties as assigned.
* Oversees the successful implementation of research initiative components.
* Conducts literature reviews and prepares summaries of relevant topics assigned by Center team.
* Assists with the Delphi method for value-based program outcome selection. This will include assistance with developing surveys, communication with panels, and data analysis.
* Participates in development and implementation of value-based payment research and program evaluation activities.
* Supports evaluations related to programs, models, products, and services across the Division, including payment model innovations.
* Supports the development of a repository of health care payer and provider innovation and best practices.
* Contributes to the development of peer-review manuscripts, conference abstracts and presentations, industry reports, white papers, and other relevant written products.
* Participates in cross-departmental workgroup activities related to Center initiatives including clinical and value-based payment initiatives.
* Participates and prepares for communication with external stakeholders (for example, Express Scripts and pharmaceutical companies)
* Provides assistance with the development of subcontracts and vendor agreements for research collaborations between the UPMC Insurance Services Division and external entities.

Qualifications

* MA in health services research, health policy, or health economics and five years of experience in a research administration role required OR PHD in health services research, health policy or health economics and 2 years of experience in a research administration role required. (Preferably with specific training in program evaluation).
* Strong administrative, organizational, communication, and writing skills.
* Advanced knowledge of grants and contracts program environment (federal, state, foundation, etc.).
* Established track record in oversight of externally-funded projects.
* Extensive pre- and post-award project management experience, preferably in an academic medical center or research organization.
* Experience in pre- and post-award process analysis and automation; familiarity with electronic grants submission and management systems; generally knowledgeable in IT.
* Experience preparing literature reviews across a wide range of health care-related topics.
* Ability to prepare budgets for external proposals.
* Proven track record of leadership and interpersonal skills.
* Demonstrated ability to work collaboratively and independently.
* Ability to accommodate a high volume of work, manage competing demands, set appropriate priorities, and effectively meet multiple deadlines.
* Previous pharmacy or medication research experience is a plus.
