Job Description

The University of New Mexico, a leading research university with a nationally recognized academic health center, is seeking an attorney to provide legal counsel to the institution covering a broad range of health law, higher education, and other legal issues. Areas of practice will include hospital-physician contractual relationships (including physician professional services agreements); the legal implications of, and compliance with, HIPAA and state privacy laws including health information exchanges and the implications of international law on privacy, and population health data management; the Stark law; the Anti-Kickback Statute; the legal implications of value-based reimbursement and shared/full risk contracting; patient health-care decision making and surrogate health-care decision making; health care research university issues including clinical trial agreements, material transfer agreements, data use and sharing agreements; corporate law and advising UNMHSC-supporting corporate entities; contract review in respect of the foregoing; and, providing training to University departments and personnel as needed. The areas of practice the successful candidate will experience are quite varied and challenging, leading to an excellent learning and law practice environment.

This position will report to the University's Chief Legal Counsel and will entail working with all areas of the University, mid-level and senior university officials as well as faculty/academic leaders, under the supervision of a more experienced attorney. Prior experience representing public institutions is highly preferred. The Office of University's mission includes assisting the University in fulfilling its goals of teaching, research, and service.

Candidates must be able to work in a fast-paced environment where advice and counsel leads to client-oriented solutions. This position requires interaction with a variety of university constituents and the successful candidate must be able to build relationships and inspire confidence.

* Successful candidate who is not a member of the NM State Bar is required to obtain a temporary Public Employee Limited License issued by the NM Supreme Court.
* Must become a member of the NM State Bar no later than one (1) year after date of hire.

Minimum Qualifications

J.D. or LL.B; at least 1 year of experience directly related to the duties and responsibilities specified. Member of NM State Bar, or member in good standing of the State Bar of another state or District of Columbia.

Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Preferred Qualifications

Minimum qualifications:

Experience advising health care institutions and providers in the areas described above.

Experience working on behalf of an institution of higher education or a governmental or public entity.

Knowledge of current and developing legal issues and trends in area of expertise.

Willingness to learn and work in new or unfamiliar subject areas.

Ability to interpret statutes, policies and other legal documents, and communicate the content of those documents to clients within the University and outside counsel.

Excellent verbal and written communications skills, including the ability to persuade and influence a broad spectrum of constituents at all levels.

Strong communication skills, good professional comportment and ability to interact with high level executives and administrators, and accrediting agencies.

Ability to work on multiple projects independently and simultaneously.

A high level of computer literacy and comfort with electronic mail, word-processing programs, spreadsheets, desktop publishing, and document databases.

Strong people leadership and management skills.
