Job Description

Duties and Responsibilities

* Provide support for solutions in meeting human resources and other related administration goals and objectives.
* Assess, design, develop, and implement solutions in meeting requirements and industry best practices for application and database services and support.
* Work closely with ITS to leverage institutional wide systems implementations, maintenance and support.
* Research, analyze and evaluate requests for services such as system modification to determine feasibility, and optimal impact and respond accordingly to meet customer needs.
* Develop new web programs to interface with backend databases as well as implement releases to existing websites.
* Identify and evaluate integration considerations and impact to other systems at the University, and recommend best approach based on best practices.
* Develop data extract scripts and coordinate secure transmission of data for system integration needs and/or to facilitate UH system data reporting needs including those external to the University. Design file layouts and data element dictionary.
* Develop standard reports and generate ad hoc reports based on business criteria and analysis of requirements using human resources data and other available sources.
* Provide data analysis support to various stakeholders such as administrators, other state departments and agencies (e.g. DHRD, ERS, EUTF), unions, the Legislature and the HR community for benefits, compensation, and other HR and administration needs.
* Ensures compliance with ITS Information Security Office's policy & implements its initiatives including managing data governance requirements. Secure PII and handle data confidentially.
* Coordinate & support user acceptance testing by creating test files and test data. Debug and troubleshoot issues.
* Generate and analyze web server statistics.
* Develop & maintain system design documentation and program specifications for the creation of new modules and/or modifications, including the logical creation of files, data elements and the programs that access these files.
* Develop technical file specifications and system flow for batch and on-line reports and other information requirements.
* Assist users with database queries to retrieve information in the form of reports and allow export capabilities to Excel and other applications.
* Adhere to technical development and database best practices, standards, and procedures. Maintain file and program naming conventions for consistency across all systems. Ensure adherence to standards; document exceptions.
* Advise content developers/editors of the website style and content guidelines and ensure those guidelines are followed.
* Provide guidance to end user in creation and manipulation of their graphic images and other multimedia format files for use on web pages. Assist end user with their content management product as needed.
* Manage and maintain the design, layout, and format of web pages.
* Work with team to evaluate and establish procedures in accordance with best practices and current technology for data security, backup, and recovery of files.
* Provide technical and user support, familiarizes personnel in the use of software and hardware.
* Actively participate in professional development to keep abreast of the constant changes in technology & complexities of the field. (e.g. consult w/colleagues and vendors; attend seminars/workshops/conferences/webinars; & review of relevant literature).
* Collaborate with colleagues throughout the UH system on strategies, emerging technologies, best practices and ideas to continually improve services and promote use of technology.
* Other duties as assigned

Minimum Qualifications

* Possession of a pertinent baccalaureate educational degree in Management Information Systems, Computer Science and 3 years of progressively responsible professional information technology experience with responsibilities for system administration, web development, security, and system integration, of which 2 years of the experience must have been comparable in scope and complexity to the next lower payband in the University of Hawai'i broadband system; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
* Considerable working knowledge of system administration, web development, security, and system integration as demonstrated by the broad knowledge and understanding of the full range of pertinent standard and evolving information technology concepts, principles and methodology.
* Considerable working knowledge and understanding of the broad technology, systems, hardware and software associated with application programming interfaces, LAN, World Wide Web applications, Internet Protocols, databases.
* Demonstrated ability to recognize a wide range of intricate problems, use reasoning and logic to determine accurate causes, and apply principles and practices to determine, evaluation, integrate, and implement practical and thorough solutions in an effective and timely manner.
* Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
* Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
* For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
* Considerable knowledge of programming languages such as Javascript, Java, C#, C++, VB, PHP, HTML, CSS, XML, .NET framework.
* Considerable knowledge of the internet and its capabilities, limitations and security issues.
* Ability to prepare detailed and structured programming code.
* Considerable working knowledge of web development tools, database tables and infrastructure considerations that results in successful web-based deliverables.
* Knowledge of security issues as it relates to servers, databases, data transmission, firewalls, and application software development.
* Experience in the implementation of 3rd party or internally developed applications, integration considerations with other applications, applying upgrades, patches and fixes ie, post-implementation support and coordinating user acceptance testing.
* Experience with identifying integration options with other systems, data conversion and data validation exercises.
* Considerable knowledge of data retrieval and manipulation using SQL, Transact-SQL, and stored procedures in environments such as Oracle and SQL Server.
* Demonstrated ability to trouble shoot multiple issues using reasoning and logic to identify root cause and determine, evaluate, integrate, and implement practical and thorough solutions in an effective and timely manner.
* Experience with report writing tools and/or generating queries for reporting and data extracts.
* Demonstrated ability to establish and maintain effective working relationships with internal and external stakeholders to accomplish tasks in a timely and positive manner.
* Ability to meet deadlines and work outside normally scheduled work hours as needed to include day, night, weekend and/or holiday hours as directed.

Desirable Qualifications

* Working knowledge of SDLC and both the waterfall and agile methodologies.
* General knowledge of network and infrastructure considerations for web deployments.
* Thorough knowledge of electronic data processing, block diagramming, flow charting, statistical analysis methods and techniques, and procedural report presentations.
* Considerable knowledge of the limitations, capabilities, uses, and service requirements of electronic computers, operating systems and platforms, and peripheral equipment.
* Knowledge of ODS and Discoverer reporting tool.
* General knowledge of Banner Student Information System, AIMS, e-Builder.
* Knowledge of Apache or IIS Web Server.
