As one the largest academic Departments on campus, the operation is diverse and includes: Undergraduate and Graduate Affairs, Financial Services, Academic personnel, Staff Personnel, Payroll and Benefits, Environmental Health and Safety, Information Technology and Research Computing Systems, Shops, an Instrumentation Center (MIC), Instructional units and Labs, Research Stores, Shipping, Receiving, and Building Services providing support to the Department's teaching and research mission and activities. The Department is comprised of 62 faculty; 200 career, casual and non-Senate academic staff; 400 graduate students and postdoctoral/visiting researchers. The Department accommodates approximately 18,700 enrollments in chemistry and biochemistry courses in service to the Campus, and 1,500 enrollments in courses for Department majors and graduate students.

The Human Resources Manager leads a large and complex personnel and payroll operation providing Human Resources services to over 835 academic/staff employees and graduate students. The incumbent is responsible for all aspects of Human Resources management of the Department, ensuring consistent application and compliance with policies and procedure. The HR manager oversees the complete range of academic and staff personnel activity, including employee relations, staff development and training programs, HR strategic initiatives, recruitment, job descriptions, benefits, absence management, and performance management programs. The HR Manager must be familiar with UC policies and labor contracts representing all Department employees including MSP, PPSM, UPTE Technical (TX), UPTE Research (RX), CUE, AFSCME (SX), UAW, UC-AFT (Non-Senate Instructional Unit MOU), and benefits for senate and non-senate members. S/he is the primary representative of the Department on personnel issues, implementation requirements, and objectives regarding classification of positions, diversity, absence management/leaves, grievances, employee development, conflict resolution, and HR systems. The HR Manager works closely with the CAO on Organizational Development and with staff throughout the Department to create a workplace that fosters teamwork and supports the continued excellence of the Department.

The HR Manager serves as back-up in the CAO's absence and has delegation of authority to make personnel and operational recommendations. Percentage of Time: 100% Shift Start: 8:00 am Shift End: 5:00 pm Qualifications for Position

5-7 years of professional work experience an demonstrated leadership and expertise in human resources, including management and/or supervisory experience in a Department, research, higher education or other public entity.

Ability to direct HR team to achieve unit and Department objectives.

Broad knowledge of Human Resources including employee relations, position classification, compensation and benefits, training and development, employment, and performance management and HRIS; and an ability to understand and integrate this knowledge into Department operations.

Thorough knowledge of federal, state, and local laws affecting Human Resources activities, including FMLA/CFRA, PDL, ADA, EEO, DOL/FLSA Wage and Hour Guidelines, ERISA, COBRA, and Workers Compensation.

Demonstrated successful experience administering a highly complex organizational structure supporting an employee base represented by multiple union and collective bargaining agreements.

Significant experience developing and implementing strategic plans. Demonstrated high-level administrative analysis requiring in-depth evaluation of issues, information gathering and synthesis, evaluation of options, and presentation of solutions to meet the needs of the units while maintaining fairness and equity across the Department.

Leadership, management and organizational skills which demonstrate the ability to establish clear goals and management objectives;, ability to develop quantifiable measures, and manage others by mentoring and motivating staff to achieve individual and team work goals.

Knowledge of basic principles of emergency response and occupational health and safety programs gained from a college level educational background or equivalent work experience. Ability to apply these concepts to workplace activities and emergency situations.

Advanced degree in business administration (MBA), public administration (MPA), human resources, or an equivalent combination of education and experience.

Working experience at UC or a comparable academic institution or department or public entity.

Familiarity with the UCLA Financial and Human Resource Systems; PPS, EDB, and PTR or equivalent demonstrated experience. Familiarity with Academic Personnel policy and procedures for non-senate academic appointments.

Working knowledge of federal, state, local, and University protocols in respect to emergency response, health and safety codes to provide accurate information relevant to Department operations.
