Overview

Shift time is 8am-5pm, M-F, with occasional evening and weekend meetings

The Research Program Manager will be reportng to the Department of Family and Preventive Medicine (DFPM), Research and Evaluation Division Director and working with the DFPM department administrator, the Research Program Manager provides leadership in reviewing and recommending management policies & procedures designed to enhance research and program operations. This position will ensure the effective, compliant, & efficient implementation and management of all operations, finance, reporting & research functions in support of the division's mission and in coordination with central offices such as HR, Finance, Campus Operations & IT. The position may represent the division and/or department in on internal and/or external administrative affairs.

Salary offered commensurate with experience

Responsibilities

* Coordinate budgets for grants in cooperation with UAMS grants accounting.
* Manages operational budgets of division contract funded programs including managing contract approval within the NTRACTS system.
* Implements an annual administrative budget for the division including giving input on resource allocation.
* Routinely review and reconciles actual expenses to budget per guidelines.
* May approve funds reallocation within the budget as necessary and appropriate.
* Negotiates with vendors for major purchase and leases.
* Responsible for first level purchasing and travel approval.
* Advises faculty and program coordinators in talent management and the distribution of work.
* Advises in the creation of new position descriptions to execute project deliverables.
* Ensures compliance within the division of UAMS policies and procedures.
* Connects employees to mentoring and training.
* Provides performance evaluation for each directly supervised employee annually and administers leaves, approves timesheets & oversees completion of annual staff Conflict of Interest survey.
* In consultation with the Division Administrator, recommends complex HR solutions and implements decisions.
* Oversees division inventory and assists in the acquisition of new equipment as needed.
* Monitors office facilities conditions & directs requests to Campus Operations.
* Works with project coordinators to assign staff space and acquire data and telephone lines as necessary.
* Brings requests for building & space improvements to attention of department including appropriate refresh/renovations.
* May coordinate set up of furniture, data & phone lines.
* Brings requests for building & space improvements to attention of management.
* Participates in communication of area safety plan.
* Ensures that staff have appropriate IT resources including hardware, software, and network solutions to accomplish their duties.
* Recommends changes & improvements to administrative operations to ensure most effective & efficient use of revenue streams for faculty & staff recruitment, program development, research expansions, space planning, etc.
* Works with key staff in the promotion of the Division of Research and Evaluation to various stakeholder groups.
* May perform other duties as assigned

Qualifications

Bachelor's degree in business, accounting, social sciences or related field plus 5 years of administrative experience with exposure to a combination of: budgets, finance grant administration, facilities and/or human resources required.

Knowledge, Skills & Abilities:

* Must be proficient in Microsoft Excel and the Microsoft office suite programs.
* Basic accounting knowledge.
