Job Description

Who May Apply: US Citizens In order to qualify, you must meet the Education/Specialized Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Experience required: The minimum qualification requirements must be met before applicants are eligible for further consideration.
For a GS-11: The applicant must be a member in good standing (as defined by the pertinent bar) of the bar of a State, territory, the District of Columbia, or the Commonwealth of Puerto Rico and one year of professional legal experience after admission to the bar. For a GS-12: The applicant must be a member in good standing (as defined by the pertinent bar) of the bar of a State, territory, the District of Columbia, or the Commonwealth of Puerto Rico and two years of professional legal experience after admission to the bar commensurate with the duties of the position. For a GS-13: The applicant must be a member in good standing (as defined by the pertinent bar) of the bar of a State, territory, the District of Columbia, or the Commonwealth of Puerto Rico and two or more years of legal experience after admission to the bar commensurate with the duties and responsibilities of the position.
Applicant must have successfully completed a full course of study in a school of law.
Graduation from an ABA-Accredited Law School in the Top 25% of the class or an advanced law degree such as LLM may substitute for one year of the required professional legal experience. You will be evaluated on the basis of your level of competency in the following areas: Provide legal assistance support to active duty soldiers and retirees and their families Knowledge of Federal statutes and Executive Orders applicable to government contracting, the Federal Acquisition Regulation, and Department of Defense, Army, and Command Supplements to regulations. Skill in the techniques of legal research and familiarity with Government contracts and general legal resource material used to perform legal research. Knowledge of labor and employee relations concepts, case law, principles, practices and regulatory requirements sufficient to perform detailed analyses; draw conclusions on complex legal issues, problems and situations;; and advise senior managers regarding corrective techniques in response to a wide range of Human Resources (HR) problems covered by bargaining unit contracts typically involving multiple union interests. Practical knowledge understanding Federal HR management functions, theories, and techniques; and the basic relationships of the various HR disciplines to include conflict resolution techniques and negotiation and settlement strategies sufficient to interact in highly charged, emotional situations which arise due to delicate or highly contested case matters and determinations. Knowledge of Protests and litigation in regards to Government contracts. Ability to identify, research, document, and organize legally and factually complex issues. Ability to communicate legal issues orally and in writing. Ability to provide legal advice on contracts ranging from services, personnel augmentation, intellectual property, data rights, supply, limited source or sole source, munitions and other government contracting requirements. Knowledge of rendering advice on Real Estate Claims. Knowledge of environmental law.
