MANAGER, ENTERPRISE RISK MANAGEMENT JOB SUMMARY

This position provides employees and volunteers of the credit union information and guidance relevant to existing and emerging laws and regulations.  This position assists applicable external auditors in performing and conducting audits. 

 

ESSENTIAL FUNCTIONS

May include any and/or all of the following:

  1. Oversee and administer as needed the Compliance, Internal Audit, Vendor Management, Business Continuity, Fraud Management, Security and Bank Secrecy Act/Office of Foreign Affairs programs for the organization. 
  2. Maintain an annual ERM strategic plan that encompasses areas of oversight.
  3. Establish and act as Chair of an internal Risk Committee
  4. Perform duties of the Credit Union’s BSA Compliance Officer as required by the position.
  5. Coordinate a formal compliance program through the Credit Union’s compliance service provider; arrange for regularly scheduled compliance assessments; coordinate the reporting of assessment findings to staff, management and Supervisory Committee; coordinate the implementation of compliance recommendations.
  6. Review pertinent compliance news and provide relevant updates to staff, management and volunteers of compliance standards and regulatory issues and changes; Ensure staff training and education materials are compliant with regulatory standards
  7. Assist departmental managers in formulating procedures to implement compliance with new regulations
  8. Maintain the compliance training schedule of staff, management and volunteers in conjunction with the training department.
  9. Participate in a consulting role in the research and development of policies and procedures for new products and changes to existing ones.
  10. Participate in compliance enforcement action and correction of violations; coordinate risk items for review, follow-up on outstanding items and mitigation controls
  11. Direct, coordinate and perform fraud prevention, investigation and fraud loss recovery efforts; mitigate loss actions, bond claims, law enforcement interaction and federal regulator interaction.
  12. Coordinate an internal audit program through the Credit Union’s audit service provider; arrange for regularly scheduled audits that include all financial and operational areas; coordinate the reporting of audit findings to staff, management and Supervisory Committee; coordinate the implementation of audit recommendations.
  13. Perform in-house reviews not covered in the audit program provided by the audit service provider.
  14. Administer the Fidelity Bond.
  15. Attend Supervisory Committee meetings; provide appropriate reports to update the Supervisory Committee on compliance issues, audits, and regulatory/audit recommendation implementation efforts.
  16. Perform other duties and responsibilities as assigned.

QUALIFICATIONS
Critical Development Experiences:

Pursue opportunities for professional growth and development through training, education and self-study

Successfully complete all applicable compliance training and testing

 

Education and experience equivalent to:

Five to eight years of similar or related experience, including preparatory experience

Compliance Certifications from National Compliance School preferred

REQUIREMENTS

Regular attendance and timeliness are essential functions of this position.  While performing this job, the employee is regularly required to sit or stand for a significant period of time and perform functions that require manual dexterity.  The employee must occasionally reach above or below normal body position, stoop or bend, and carry, lift or move objects weighing up to 25 pounds.  A normal range of hearing, vision, and speech are required to effectively work with co-employees and members

Follows regulatory and policy compliance requirements, which include those efforts in compliance with Bank Secrecy Act (BSA), Office of Foreign Asset Control (OFAC) and Anti-Money Laundering (AML) Regulations, Identity Theft Red Flags and other compliance related Policies.  This position also requires maintaining confidentiality with regard to non-public information about our members and the Credit Union.
