General Information

The position is based in the Easton, PA area and reports to the Construction Management Services US East, Manager.  The Construction Manager is accountable for the coordination and management of inspection resources for natural gas and oil pipeline projects managed by TransCanada in the US.

 

* We anticipate filling this position locally and therefore this position will not be eligible for domestic or cross-border relocation assistance.

 

Responsibilities

  • Monitor construction activities, ensuring the safety of all personnel on site as the top priority;
  • Oversee total field construction effort to ensure project is constructed in accordance with design, budget, safety and schedule requirements;
  • Perform routine quality audits to ensure that work is progressing per the TransCanada specifications and initiate corrective actions where appropriate;
  • Document incidents using the Incident and Issues Tracking (IIT) system and participate in incident investigations;
  • Guide and direct proper project completion, including commissioning, close out of punch list, and training where appropriate;
  • Coordinate and ensure the timely completion of project documentation;
  • Ensure Company environmental policies and safety standards and local regulations are followed by all construction and inspection personnel;
  • Provide leadership for issue resolution during project construction and commissioning phases;
  • Ensure site inspections are carried out in a timely and efficient manner to avoid delays to the construction progress;
  • Review contractors’ request for changes and make recommendations to the Project Manager regarding necessity, effect, cost, and schedule implications;
  • Ensure scope changes are managed in accordance with contract terms and conditions;
  • Monitor construction progress and initiate corrective action when the contractor deviates from project specifications, requirements, or schedule;
  • Address any construction non-conformance issues;
  • Ensure design deviations are properly red lined and drawings are included in the project record file;
  • Coordinate plans with field engineering to overcome any inconsistencies;
  • Provide detailed direction of construction specifications;
  • Collaborate with Company Safety Representatives to promote awareness and understanding of safety performance on projects;
  • Provide construction management support for emergency repair and restoration activities on both oil and natural gas pipeline systems;
  • Other tasks as required.

 

Inspection Coordination:

  • Collaborate with the (CMS) Construction Management Services Resource Coordinator over the selection of 3rd party inspectors to ensure the appropriate level of inspection resources is assigned to each project; 
  • Provide orientation and training with TransCanada policies and procedures for 3rd party inspectors;
  • Coordinate training and orientation to the Project Inspection Team related to site specific requirements, construction techniques, and TransCanada Operating Procedures (TOPs);
  • Manage deliverables with key internal and external stakeholders to ensure project goals are met.

 

Technical Support:

  • Provide technical support to Project Manager during project design, pre-bid meetings, and pre-job meetings;
  • Partner with TransCanada Supply Chain to effectively manage contractual obligations and develop optimal contract strategies for inspection resources;
  • Collaborate with (CMS) Construction Management Services Resource Coordinator, Project Manager and Operations to develop project estimates for inspection resources;
  • Identify and implement opportunities to improve process efficiency and reduce project life cycles and costs;
  • Identify and communicate various risks associated with construction.

 

Qualifications:

  • Knowledge and understanding of construction practices with respect to natural gas / oil pipeline and facility projects;
  • Natural Gas / Oil pipeline and facility construction, commissioning, and operation experience is an asset;
  • Ability to read design drawings to assess construction requirements;
  • Ability to read / interpret (P&ID’s) Piping and Instrumentation Diagrams ensuring quality assurance to construction requirements;
  • Demonstrated leadership skill;
  • Possess a strong background in civil, mechanical and electrical construction.
  • Demonstrated ability to initiate change and help others adapt to a continuously changing environment;
  • Ability to apply business principles to identify and rationalize solutions;
  • Adaptability in a fast paced environment with competing priorities and challenges;
  • The ability to manage both internal and external stakeholder expectations;
  • Excellent written and oral communication skills;
  • Computer skills including ability to generate progress reports using Microsoft suite of tools (Outlook, Word, Excel, PowerPoint, Visio, Project, etc.)
  • Familiarity with TransCanada Operating Procedures (TOPs) that pertain to construction and operating activities;
  • Candidate must be able to work independently with minimal day to day supervision;
  • Candidate must be willing and able to temporarily relocate to assigned project area as required by the project (Special Assignment)
  • Strong construction supervisory skills;

 

Education/Experience:

  • Relevant Technical Trades certification and/or College degree;
  • 15 or more years of relevant experience in construction of major capital oil and gas infrastructure projects;
  • 5 - 10 years of experience in Natural Gas / Oil pipeline and facility construction inspection and construction preferred;
  • Demonstrated ability to inspect and understand welding processes for API 1104, ASME IV, and other regulatory bodies in support of DOT Sec 192;
  • Understanding of the business setting and a working knowledge of planning and executing construction projects;
  • Familiarity with Operator Qualification Requirements as they pertain to natural gas / oil pipeline and facility construction;

 

This position requires candidates to:

  • Have and maintain a valid driver's license;
  • Provide a driver's abstract for review;
  • Successfully complete a pre-employment medical screening, including drug and alcohol testing;
  • Travel regularly to other company locations for temporary assignments, meetings or training which would involve frequent overnight stays away from home.

 

*This position will require travel across borders and as such the candidate must be able to provide applicable documentation to this affect.
