General Information:

The Construction Services Manager plays a critical role in ensuring the success of construction projects for TransCanada in Mexico. The position provides a leadership role to ensure the safety, quality, cost, and schedule of our projects. The Construction Services Manager will also be a key participant in the emergency response team and will be responsible for construction activities to restore service and other remediation after an emergency.  The successful candidate will have experience working with operating pipelines and/or facilities in an construction leadership role.


The successful candidate will be responsible to recruit and develop a team accountable for construction activities in Mexico.  Because this group is new to TransCanada Mexico, the successful candidate will spend substantial time initially in recruitment and development of a team.  As such, previous leadership experience is essential.


This position will be based in Toluca, Mexico. Frequent travel to construction sites will be required.

  • Day-to-day direction of the construction services team to achieve the successful execution of projects while ensuring adherence to TransCanada's standards of: safety, environment, quality and management of schedule and cost;
  • Recruit and develop a team of skilled construction specialists to provide technical expertise and construction oversight for activities on TransCanada’s geographically diverse assets;
  • Work with Supply Chain to establish and maintain contracts with qualified local providers of construction services;
  • Provide expertise for the resolution of concerns that may arise during construction activities;
  • Monitor construction progress and initiate corrective action when required;
  • Participate in the ongoing constructability input into pipeline project design;
  • Participate on the TransCanada Mexico emergency response team;
  • Provide representatives on site location(s) to oversee construction activities to ensure field activities are carried out in accordance with TransCanada specifications and operating procedures;
  • Review and approve construction contractor progress billing;
  • Ensure site specific documentation is developed in a timely manner;
  • Coordinate with Operations staff to ensure all work on active pipelines and facilities is carried out in a safe and controlled manner;
  • Work with the Training facilitator to develop a training and development program and monitor performance against the program;


    Qualifications and Education:


    Qualifications and Abilities:

  • Demonstrated working knowledge of construction practices/documents/contracts;
  • Leader in promoting safe work practices and positive attitudes and behaviors;
  • Sound decision making ability and judgment;
  • Demonstrated time management and priority setting skills;
  • Demonstrated problem solving skills;
  • Ability to fully use MS Office Programs;
  • Pipeline and/or facilities construction experience in the hydrocarbon industry;
  • Previous leadership experience in a construction environment;
  • Demonstrated communication skills (verbal/written) in both Spanish/English considered an asset;
  • Experience with managing various aspects of construction projects/programs considered an asset;
  • Experience with pipeline integrity programs and maintenance considered an asset;
  • Experience with welding/materials/coatings/non-destructive examination considered an asset.


  • Requires a relevant University degree;
  • 10 or more years of relevant industry experience;
  • A combination of experience and education may be considered.

    - Have and maintain a valid driver’s license;

    - Successfully complete a pre-employment medical screening, including drug and alcohol testing;


    *Travel to other company locations for temporary assignments, meetings or training which would involve some overnight stays away from home.


    *This position will require travel across borders and as such the candidate must be able to provide applicable documentation to this affect.
