Job Description

The Township of Edison is seeking an Executive Director to provide strategic direction, vision & leadership.

The Position:

The Executive Director works in concert with the Board of Commissioners to set strategic plans of the organization and leads its staff in the implementation of these plans. The Executive Director is expected to represent the organization publicly; maintain and enhance its relations with the municipality, representatives of the US Department of Housing and Urban Development and other strategic partners of the Authority. The Executive Director will also take a leadership role in developing new funding opportunities, partnerships with other organizations (public and private) that provide services to the community and other new initiatives that will enhance families with self-sufficiency opportunities.

Current leadership priorities identified by the Board include:

• Building and strengthening key relationships with state and local officials, not-for-profit partners, local corporations, foundations and other funding sources (public and private) in order to enhance Edison Housing Authority’s visibility in the community.

• Secure sustainable funding from government, corporate and other potential sources to provide programs to enhance the lives of the Authority’s residents.

• Determine the appropriate staffing structure to enable the organization to accomplish its mission in an effective, efficient and professional manner.

• Implement a strategic long-term vision for the housing authority.

• Implement appropriate strategic plan to increase cross training and improve skills of staff.

• Provide a plan to review and update policies and procedures policies and manuals of the authority.

• When appropriate identify and propose new policies, procedures and regulations to follow HUD policies and procedures while addressing changes in market conditions.

• Identify opportunities for new development partnerships for the Edison Affordable Housing entity of the EHA.

• Work with staff and the Board to fulfill that vision.

Primary Responsibilities:

The Executive Director reports to the Board and is responsible for the Authority’s meeting its budget, managing its day to day operations and strategic planning. He/she is responsible for improving operating systems, leading and engaging staff and oversight of all programs. Lead the organization to propose new policies, partnerships and strategic plans for the improvement and expansion of the mission of the authority.

Experience and Key Attributes:

Ideal candidates for this position must share the Board’s commitment and passion for advancing the mission of the housing authority. The candidate will possess the following experience and personal attributes:

• Five years’ experience in managing public housing or similar government programs; or related not-for-profit or commercial entities.

• Strong interpersonal and communication skills.

• Experience in developing strategic plans.

• Skills in building and leveraging community relationships.

• Strong negotiating skills.

• Sound understanding of financial statements and the budgeting process.

• Pursuant to N.J.A.C. 5:44-3.1 candidates must have attained:

o A baccalaureate or advanced degree from an accredited four-year college or university in public administration, social science, or other appropriate program such as urban planning, community development, finance or business administration; and

o At least five years’ experience in public administration, public finance, real estate management, or other similar professional employment appropriate to the management of multifamily housing units or redevelopment projects. Attainment of a Masters’ Degree in an appropriate program may be substituted for two years of experience.

Salary and benefits will be commensurate with experience and comparable to those offered by similar organizations in this geographic area.
