Job Description

Summary

The Junior Program Officer works directly under the supervision of the leadership of the Office of Global Educational Programs (Office) to plan, implement, and oversee approximately 20 academic programs, services and initiates to/from the United States that are run through the Office in coordination with program agencies, binational Fulbright Commissions advising centers and posts.

The Junior Program Officer assigned to this Task Order will conduct duties and responsibilities including, but not limited to, the following:

* Takes action on or coordinates action on programs, requests and matters received in the office. Maintains contact with persons within and outside the Department for the purpose of coordinating and expediting action on material prepared for the Assistant Secretary. Must have knowledge of issues which are of particular and continuing concern to the DAS, ADAS, ECA, the Department, and the Administration.
* Plans and carries to completion, special and/or confidential projects and assignments for the DAS and knowledge of their desires and a good knowledge of Departmental operations.
* Tasks ECA/EC Offices for informational material necessary for review and consideration on a variety of policy related matters. Assembles, edits, and directs the flow of action memoranda and other material that constitute the documentary workload of the Office.
* Reviews material, logs in sensitive items and exercises judgement in presenting to superiors that material which may be of interest and require special and confidential consideration. Conducts research to ensure that background material is related to a particular matter and is available to principals.
* Provides staff support and other assistance to the other principals which may require accompanying principals on domestic and overseas travel to conduct/attend meetings and conferences.
* Carries out assignments requiring a degree of tact and diplomacy requiring knowledge of the views of the DAS and other senior officials. Gathers information and material, analyzes it and prepares recommendations for signature.
* Assists in logistical scheduling, planning, and implementing events/meetings/travel involving the DAS. Assists in the direction of the flow of action and information papers where necessary and makes recommendations where appropriate.
* Demonstrate excellent written and verbal communication skills in the performance of all work.
* Other duties as assigned by the DAS, Acting DAS, and Office Directors

Education, Experience and Licensure:

* Experience manipulating data from one system data base or network to Access, Excel, or other software application or system.
* Experience with standard software, including the complete Microsoft Office Suite (Word, Excel, Access, PowerPoint, SharePoint), and an excellent ability to learn and work with other software, as well as database applications.
* Experience in implementing standard operating procedures (internal controls).
* Experience in program administration, operating procedures, oversight, monitoring, and reporting.

Knowledge, Skills and Abilities:

* Knowledge of the Exchange Visitor Program line of business as related to internal Private Sector Exchange business processes.
* Ability to work with various database applications.
* Ability to confirm and prioritize assignments.
* Ability to work independently, with minimal supervision, and multi-task in a high volume, fast-pace work environment.
* Exceptional ability to perform effectively in a flexible, team-oriented environment.
* Exceptional ability to build and maintain strong working relationships with colleagues.
* Knowledgeable in international educational and cultural exchanges, or other types of international programming or activities.
* Ability to obtain and maintain a security clearance at the Secret level.

Physical Requirements:

Essential functions may require maintaining physical condition necessary for frequently bending, stooping, sitting, walking or standing for prolonged periods of time; most of time is spent sitting in a comfortable position with the opportunity to move about. Occasionally there may be a need to move or lift moderately light items up to 35 pounds. Near visual acuity to review written documentation; ability to hear and understand speech at normal room levels and on the telephone; manual dexterity to operate a telephone and keyboard; lift horizontally and vertically. Work Environment:

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system. Additional Qualifying Factors:

Candidate must be eligible to obtain and maintain a Secret security clearance. A satisfactory background screening, negative drug test, positive references and proof of identity and legal authorization to work in the United States and for Tatitlek are required.
