General Description

NOTE: Position to be filled on or after September 1, 2017

Under the direction of the Non-game and Rare Species Program Leader, this position is responsible for amphibians and reptiles of Texas, including invasive species and their impact on the natural environment. Coordinates with Department field staff, state and federal land managers, private land owners, and others in the formulation of reptile/amphibian habitat conservation recommendations and other conservation planning projects consistent with implementation of the Texas Conservation Action Plan (TCAP) and the Texas Land and Water Conservation and Recreation Plan. Develops, recommends, and/or reviews policies and incentive programs to address landscape threats and challenges to amphibians and reptiles indigenous to Texas as identified in the TCAP. Coordinates contracted researchers and works with citizen scientists, landowners, and others to conduct inventory, monitoring, research and habitat enhancement activities for native amphibians and reptiles on private and public lands as assigned. Prepares and reviews contracts, technical and popular articles, and management brochures/bulletins related to reptiles and amphibians. Reviews reptile/amphibian research proposals and manages projects using grant funds from Section 6, State Wildlife Grants, Conservation License Plate Grants, Landowner Incentive Program, etc., and ensures element occurrence data is entered into the Texas Natural Diversity Database. Leads status assessments of rare, threatened and endangered reptiles and amphibians and coordinates conservation planning activities. Develops and maintains highly cooperative relationships with Department regional staff, landscape conservation cooperatives, urban planners, land trusts, and conservation agencies/organizations to ensure that each incorporates TCAP priorities for native reptiles and amphibians in management plans or strategic planning documents. Provides training and technical guidance to program staff, field staff, volunteers, and student interns. Actively uses technology, traditional media, social media, and public speaking appearances to disseminate information to all constituents to communicate the value of native amphibian and reptile biodiversity and conservation, and to build/maintain an extensive conservation network that actively supports their conservation. Responsible for development, implementation, and evaluation of Department regulations concerning reptiles and amphibians. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.

Qualification Guidelines

MINIMUM QUALIFICATIONS:

Education:

* Graduation from an accredited college or university with a Bachelor's degree in Biology, Zoology, Wildlife Management, Ecology or closely related Natural Resource field with major coursework in Herpetology.

Experience:

* Five years experience employed as a professional biologist with a broad background of progressively responsible practical conservation/research experience.

NOTE: Experience associated with or obtained in the pursuit of undergraduate or graduate degree programs does not apply toward the required experience.

Licensure:

* If driving is required, applicant must possess a valid State driver's license.

ACCEPTABLE SUBSTITUTIONS:

Experience:

* Graduation from an accredited college or university with a Master's degree in Biology, Zoology, Wildlife Management, Ecology or a closely related Natural Resource field with major coursework in Herpetology may substitute for one year of the required experience;
* Graduation from an accredited college or university with a PhD in Biology, Zoology, Wildlife Management, Ecology or a closely related Natural Resource field with major coursework in Herpetology may substitute for two years of the required experience.

PREFERRED QUALIFICATIONS:

Education:

* Graduation from an accredited college or university with a Master's degree in Zoology or Herpetology.

Experience:

* Two years experience directly related to Herpetologist position;
* Experience with maintaining long-term relationships and working cooperatively with state and federal agency personnel, landowners, conservation professionals, industry professionals, academics and people from the general public that represent a diverse array of opinions to produce desired outcomes;
* Familiarity with reptiles and amphibians indigenous to Texas;
* Familiarity with Herpetological Communities in Texas.

Knowledge, Skills and Abilities

* Knowledge of basic life history, ecology, and management needs of the major groups of reptiles and amphibians native and introduced to Texas;
* Knowledge of State regulations concerning reptiles and amphibians;
* Knowledge of invasive species and applied ecological principles;
* Knowledge of the Federal Endangered Species Act, Texas Threatened and Endangered Species lists;
* Knowledge of conservation techniques for species listed as threatened or endangered on both the State and the Federal lists;
* Knowledge of principles of conservation biology;
* Knowledge of rare, threatened and endangered species issues;
* Knowledge of conservation planning strategies for candidate, threatened and endangered species, including but not limited to CCAAs, HCPs, and SHAs;
* Knowledge of natural heritage methodology, the Texas Natural Diversity Database, and data management procedures;
* Knowledge of current communication technology and innovative strategies for delivering conservation messages to the general public;
* Knowledge of the Texas Conservation Action Plan;
* Skill in developing/maintaining highly cooperative relationships with co-workers as well as constituents/partners from all backgrounds, cultures, and educational levels;
* Skill in effectively coordinating with members of the public, elected officials, advisory boards, universities, media representatives, Department personnel, non-governmental organizations (NGO) and other governmental agencies to find common ground among highly divergent interests/viewpoints and successfully build trust and consensus;
* Skill in providing quality customer service in a courteous and professional manner;
* Skill in effective written and verbal communication;
* Skill in effective communication with the general public, private landowners, land managers, consultants and other governmental agencies and NGOs;
* Skill in developing and executing outreach programs and initiatives to deliver conservation messages to diverse constituents;
* Skill in observing and successfully navigating agency culture, chain of command and politics;
* Skill in directing and evaluating scientific studies and surveys;
* Skill in using MS Word, Excel, PowerPoint, and Outlook;
* Skill in using GIS and GPS to collect, manage and analyze data;
* Skill in working with databases and data entry;
* Skill in serving as a liaison to technical work groups such as task forces or interagency groups;
* Skill in managing projects and preparing contracts;
* Ability to build/maintain trust and rapport with the public, private landowners, land managers, consultants, and other governmental agencies, and NGOs;
* Ability to leverage volunteers, citizen scientists, contractors, and other non-Department personnel to maximize amphibian and reptile conservation;
* Ability to prioritize workload to quickly adapt to changing priorities, meet tight deadlines, and work on multiple projects simultaneously while maintaining a positive attitude;
* Ability to demonstrate resilience and determination when faced with setbacks or challenges;
* Ability to work independently with little or no supervision;
* Ability to function as a member of a team, as well as lead others as appropriate;
* Ability to perform manual labor, including lifting supplies and materials up to 50 lbs.;
* Ability to conduct work activities in accordance with TPWD safety program.

Additional Information

WORKING CONDITIONS:

* Required to work 8:00 a.m. to 5:00 p.m., Monday through Friday;
* Required to work on holidays, weekends and hours other than 8:00 a.m. to 5:00 p.m. as necessary;
* Required to perform work outdoors in remote locations, occasionally in adverse weather conditions;
* Required as necessary to hike to various areas to perform site monitoring, mapping, and data collection;
* Required to perform manual labor, including lifting supplies and materials up to 50 lbs.;
* Required to travel 35% with occasional overnight stays;
* Required to operate a State vehicle;
* Non-smoking environment in state buildings and vehicles.
