Job Description

This position functions as an applications programmer and analyst. As a member of the application development and maintenance team, this position will use programming languages like Java and C with Oracle and Sybase as databases to support and develop multi-tiered DFPS applications. The position will work on application development activities like design, coding, testing and requirements analysis as assigned by the application lead developer or application architect or technical manager. This position will contribute to the team in the implementation of good application design and coding practices as directed by the application manager or the architect. The position interacts routinely with Program staff and other application development teams, case workers and other analysts to ensure requirements are met and work products are appropriately delivered through coding, testing of applications. Understands the dependencies within the components of the agency applications and their dependencies on other applications at DFPS or other agencies. As a Java developers this position will mentor Junior programmers and analysts. Essential Job Functions:

Designing, implementation, maintenance and testing of software applications for automated systems using standard development methods. Establishes methods and standards where applicable. Documents the designs and implements the code using DFPS methodologies, development practices and tools as directed by the technical manager. Develops web based solutions to support mobile and non-mobile application requirements of the agency based on SOA and other architectures. Analyzes issues and provides solutions related to application maintenance and support. Clearly communicate progress of the assigned tasks appropriate staff in a timely manner. Participates in the technical and functional requirements, designs, reviews and walk-throughs. Documents the designs, processes and procedures for technical and non-technical users. Develops and conducts presentations to both technical and non-technical audiences. Performs unit and integration testing of applications, including writing test scripts as necessary. Provides technical expertise to the team to help in the decision making process and to expedite the problem resolution. Maintains compliance with agency-mandated trainings. Be available for on-call duties as assigned and required to support the applications maintenance activities. Performs work as assigned from senior staff and team manager. Performs other duties as assigned and required to maintain unit operations.Knowledge Skills Abilities:

* Strong analytical and problem solving skills. -Strong presentation, verbal and written communication skills. -Knowledge of standard application design patterns -Recognizing the right frameworks to be used at appropriate tiers of the applications. -Experience in building, testing, debugging and supporting mission critical Java and JEE applications, running in a highly distributed manner with Oracle as the application database. -Experience in SQL and PL SQL programming as required by the Java applications. -Experience in implementing standard Java and JEE design patterns and best practices. -Skill in programming with HTML, XML, Java, C language in UNIX environment, EJBs, Java script, Ajax, Jasper reports, REST and SOAP based web services, Oracle SQL and PL/SQL, Java5 and above, JEE version 5 and above. -Experience in SOA based application design and development. -Skill in using web servers and application servers. -Ability to communicate effectively, both verbally and in writing. -Ability to meet project schedules with minimal supervision. -Ability to learn and apply new technology. -Ability to work both independently and in a team environment. -Ability in planning and organizing to meet goals and complete multiple assignments without compromising accuracy as per the quality requirements. Ability to schedule the tasks required for mobile application releases. -Ability to provide technical analysis and advice in an environment with competing priorities. -Knowledge of state and federal laws like ADA and HIPAA. Minimum qualifications section will include education and experience. Graduation from an accredited four-year college degree. -two years of full-time programming, systems analysis, design and other relevant information technology experience. Acceptable Substitutions: -Two additional year full-time programming, systems analysis, systems design, other relevant information technology experience or DFPS experience may be substituted for the required education on a year for year basis.
