Job Description

Under the supervision of the Epidemiology Manager and overall guidance from the Communicable Disease Manager, plans, develops and conducts epidemiologic investigations of individual cases and clusters of infectious disease. Collects and analyzes epidemiologic data in Region 8 to detect trends, outbreaks, unusual occurrences, and other possible adverse public health events related to infectious disease. Enters epidemiologic data into the National Electronic Disease Surveillance System (NEDSS)-Based System (NBS). Prepares reports and disseminates findings. Consults with local health departments and health care providers regarding disease reporting and surveillance, reporting laws, and prevention and control measures. Assists in the improvement and facilitation of regional surveillance systems through assessment, formulation of plans, and coordination of regional strategies. Assists in the development, implementation and presentation of training programs targeted at improving reporting and surveillance systems at the regional and local level. Participates in the exercise of regional plans related to the all-hazards preparedness for and response to bioterrorism events, infectious disease outbreaks, and other public health threats and emergencies. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.(50 %) EPIDEMIOLOGY AND SURVEILLANCE: Collects and analyzes epidemiologic data to detect trends, outbreaks, unusual occurrences, and other possible adverse public health events related to infectious diseases. Conducts epidemiologic investigations. Abstracts and reviews medical charts. Receives and responds to disease reports. Uses Geographic Information Systems (GIS) to track cases and to generate maps. Serves as the epidemiologist-on-call in rotation with other staff, responding to callers on the Region's 24/7 response telephone line. Works with the Epidemiology Manager to develop procedures for handling and investigating conditions on the Notifiable Conditions List. Provides epidemiology support to Region 8 programs.(20 %) TECHNICAL ASSISTANCE: Builds and maintains collaborative relationships with a wide variety of epidemiology and surveillance partners including, but not limited to: local health departments, infection preventionists, physicians, laboratories, school nurses and others involved in public or private healthcare. Provides accurate, timely and relevant information to partners and the general public when requested while maintaining appropriate levels of confidentiality. Works to identify and promote awareness and understanding of current issues of concern and trends related to communicable and other diseases among partners. (10 %) TRAINING AND EDUCATION: Develops and delivers training programs or presentations targeting the improvement of reporting and surveillance of notifiable conditions. Supports programmatic efforts to improve reporting and awareness through the preparation of articles and reports. Promotes preventative measures through community education of residents, city and county officials, and other partners. (10 %) PUBLIC HEALTH EMERGENCY PREPAREDNESS AND RESPONSE: Participates as a member of the Epidemiology Response Team (ERT) and may respond to an all-hazards event, large disease outbreak, or public health emergency in Region 8 or elsewhere in Texas. Participates in regional all-hazards response planning and the implementation of preparedness and response activities and exercises. Develops regional epidemiology work plans, progress reports, and assessments. Reviews local health department epidemiology work plans. Supports other regional programs by assisting in the investigation, analysis, and general response to issues of concern, primarily issues related to communicable diseases. (10 %) OTHER DUTIES: Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Safe operation of a state-owned, rental or personal vehicle is required to conduct state business and an acceptable driving record must be maintained in accordance with DSHS policy. Must comply with the DSHS immunization policy. Knowledge Skills Abilities:

Knowledge of principles and methods of epidemiology, biostatistics, and the epidemiology of infectious disease.Knowledge of state laws pertaining to disease reporting and the prevention and control of communicable disease.Knowledge of current social, economic and public health issues relevant to Health Service Region 8.Knowledge of medical terminology and laboratory tests.Knowledge of educational program development and implementation.Skill in word processing, database development and management, spreadsheet software, and graphics design software.Skill in using Geographic Information Systems software and statistical software packages.Skill in public speaking.Skill in writing and editing.Skill in mathematical and statistical computations.Ability to conduct investigations.Ability to communicate effectively orally and in writing.Ability to plan, develop and oversee disease surveillance programs.Ability to analyze situations and determine courses of action.Ability to establish and maintain effective working relationships with internal and external customers.Ability to work independently, exercising sound judgment.Ability to follow oral and written instructions.Ability to travel. Registration or Licensure Requirements:

Must possess a valid Class C Texas driver's license, or equivalent license from another state.Initial Selection Criteria:

A master's degree in Public Health or related field OR an undergraduate degree in public health, biological sciences, or related field.Preferred: a master's degree in Public Health or related field and 1 year work experience in a public health setting OR an undergraduate degree in public health, biological sciences, or related field AND 2 years work experience in a public health setting.Additional Information:
