Job Description

The essential duties for this job include:

Transportation Specialist I

* Assists with project assignments and determining work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.
* Assists in prioritizing and scheduling projects
* Coordinates communication between district/division /Department of Public Safety and other external entities.
* Coordinates compilation of complete plan packages for submission to the responsible engineer or architect for review and signature.
* Coordinates programs and projects to enhance efficiency and streamline operations.
* Develops and monitors budgets.
* Researches and evaluates data, interprets and analyzes results, prepares reports and recommends solutions to problems.
* Researches and analyzes incoming correspondence, reports and other written material.
* Performs other job responsibilities as assigned.

Transportation Specialist II

Includes all of the duties listed above and:

* Coordinates design work among TxDOT entities, consultants and contractors.

Transportation Specialist III

Includes all of the duties above and:

* Applicable plans, specification and estimates preparation, review, processing and compliance requirements.
* Assists in overseeing project assignments and determining work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.

Transportation Specialist I

* Communicate effectively

* Design and plan preparation methods and requirements
* Materials used in highway/bridge construction and maintenance
* Competitive bid processes, rules, and regulations
* Program/project planning, development and management methodologies
* Concepts, techniques and tools used in planning, designing and implementing database management systems and related technologies
* Budget methods and procedures
* Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks
* Writing, reviewing and revising documents to include engineering notes, specifications, standards and procedures
* Planning, coordinating and handling multiple projects within area of responsibility to meet short and long term deadlines
* The use of personal computers and applicable programs, applications and systems

Transportation Specialist II & III

Includes all of the competencies above and:

* Contract development and oversight
* Public relations for maintaining effective working relationships with individuals and groups
* Reading and interpreting applicable plans, schematics, blueprints and maps
* Persuasion and negotiation of critical issues
* Analyzing and organizing business and technical data
* Preparing and maintaining confidential and sensitive records, files and reports
* Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals

Education

This job requires the following for Transportation Specialist I, II, or III:

* Bachelor's Degree in a related discipline

Work Experience

This job requires the following:

Transportation Specialist I:

* 2 years in Transportation design, construction, traffic operations, maintenance, bridge inspection

Transportation Specialist II:

* 4 years in Transportation design, construction, traffic operations, maintenance, bridge inspection

Transportation Specialist III:

* 5 years in Transportation design, construction, traffic operations, maintenance, bridge inspection

For the Transportation Specialist I, II, and III:

* Experience can be satisfied by fulltime or prorated parttime equivalent
* No supervisory experience required.
* Relevant experience may be substituted for education on a year per year basis.

Licenses and Certifications

The following Licenses and/or Certifications are required for this job:

* Valid driver's license at time of hiring
* Safety Impact Certificate (issued by TXDOT at time of hiring)

Other Conditions:

* This is a Safety Impact position and will be subject to random drug testing.

Conditions of Employment

Conditions for this Position: Standards of Employment

* Safety Impact certifications are not required at the time of application. As required, the Safety Impact, Commercial Driver and/or Vessel Crewmember certification(s) will be issued by TxDOT at the time of hire.
* Must pass a drug test prior to employment for commercial driver, safety impact and vessel crewmember positions. Commercial drivers, safety impact employees and vessel crewmembers will be subject to additional drug and alcohol testing during employment.
* Required to work weekends and holidays.
* Required to work hours other than 8 to 5.
* Required to work under exposure to inclement weather conditions.
* Required to wear personal protective equipment provided by employer and comply with all safety requirements.
* Must be able to report for duty within one hour of notification on a 24-hour basis.
* Successful completion of a criminal background check to include verification of identification and residency, and a national fingerprint-based records check at the employer's expense is required.
* Must attend work regularly and observe approved work hours.
