SUMMARY:

Administers environmental programs to ensure compliance with federal, state and local regulations. Coordinates monitoring, data analysis, recordkeeping, and reporting. Administer and coordinate the Leak Detection and Repair (LDAR) program including the Enhanced LDAR requirements in the EPA Consent Decree. Prepare reports and maintain records, and procedures required to comply with regulatory requirements. Determine regulatory applicability of process units and equipment. Maintain LDAR P&ID mark ups and field tagging programs. Recommend changes in refinery operations to ensure compliance with equipment design standards including review of facility MOC’s for LDAR applicability.

KEY RESPONSIBILITIES:

  • Interprets applicable regulations and maintains policies, procedures and practices to ensure compliance with federal, state and local regulations.
  • Prepares reports, plans and permits required to comply with environmental regulations. Oversees monitoring, recordkeeping, and data collection. Performs calculations required for reporting.
  • Develops and implements compliance programs.
  • Performs environmental audits and field inspections. Leads EPA and other regulatory agency inspections and information requests. Recommends changes in refinery operations to ensure compliance.
  • Provides technical guidance to refining and logistics departments to ensure environmental compliance. Supervise monitoring and repair crews, ensuring that Tesoro’s policies and procedures are followed in the field.
  • Participates in Corporate environmental network and stays current on changes to environmental requirements.
  • Serves as a member of 24/7 Emergency Response Team and/or Oil Spill Response Team.
REQUIREMENTS:

EDUCATION

  • Minimum undergraduate degree in engineering, environmental science or other related discipline required.

Experience

  • Minimum of 3 years environmental experience and/or consulting in petroleum refining, petroleum exploration and production or petrochemical industries required.
  • LDAR experience preferred
