SUMMARY
Conducts comprehensive strategic analysis, mid to long term planning, and business development for the long term optimization of the California Value Chain. Drives alignment and fosters synergy of cross-functional initiatives and projects. Evaluates benefits, risks, costs and alternatives for internal and third party projects and initiatives to create value for Tesoro through the execution of the California Value Chain Strategy.

KEY RESPONSIBILITIES

  • Supports development of the Southern US Area competitive strategy
  • Supports short term value chain optimization with strategic direction to ensure alignment and integration of short term and long term planning and optimization
  • Leads cross functional identification and development of business improvement plans for the integrated value chain
  • Identifies competitive gaps and opportunities to develop and maintain competitive advantage
  • Monitors business environment and competitor capabilities to identify strategic opportunities
  • Develops business case with identification and analysis of project alternatives, for all growth and/or change initiatives
  • Identifies and assesses key market economic drivers, market risks, and competitor response for all growth projects and initiatives
  • Initiates peer review and cross functional review of key projects and initiatives
  • Supports internal M&A logistics transactions with valuation development, contract negotiation and review, and/or PMO implementation.
  • Supports internal Strategy and Business Development initiatives and projects
  • Integrates Southern US Area Value Chain initiatives and projects with the Northern US Area Value Chains
  • Works with functional departments outside of Strategy and Business Development to ensure appropriate studies and analyses are gathered for business case development
  • Coordinates use of internal consultants as necessary
  • Undertakes special projects for the VP-Business Development and/or SVP-Strategy & Business Development

REQUIREMENTS
EDUCATION

  • Minimum Bachelor’s in Engineering, Business, Finance or other related technical discipline
  • MBA preferred

EXPERIENCE

  • Minimum 8 years’ experience in upstream, midstream, or downstream energy industry; downstream energy industry is highly preferred
  • Experience in short-term value chain optimization, refinery optimization, planning and scheduling, LP analysis, project development, or business development preferred
