Job Description

Engineer SystDesign & Strategy
Responsible for the specification, design and implementation of Location Based Services, Wireless Emergency Alerts (WEA) and E911 Voice and Text to 911 Services for the T-Mobile GSM, UMTS, LTE and WiFi networks. Helps drive the Systems Engineering and design of T-Mobile's Network. Develop automated solutions to provision E911, LBS and Wireless Emergency Alerting systems and develops tools to help the E911 Implementation and Tier 2 groups do their jobs more efficiently. Along with developing software, work with various other groups to increase data reliability and integrity and to help implement our software solutions. Perform feasibility analysis of new technologies, products, features, and services. Supports Lab and FOA validation of these new services/platforms and ensures a successful rollout. May be involved in multiple projects and have responsibility for one or more of those projects.
Essential Functions
  • End-to-end System Design for E911, Location Based Services, Text to 911 and Wireless Emergency Alert Services.
  • LBS, E911 and CMAS/WEA System Design for GSM, UMTS, WiFi Calling and LTE.
  • Design, develop, implement, and document software solutions to automatically provision Emergency (E911 and CMAS/WEA) and Location Service systems.
  • Design, develop, implement, and document tools to help Engineers and Tier2 troubleshoot E911, CMAS/WEA and other location based services issues.
  • Provide troubleshooting support of provisioning and call processing related activities to Tier 2, E911 implementation group, and regional operation groups
  • Communicate with vendors and various groups within the company the needs of the E911/LBS Infrastructure group.
  • Periodically assist others within the E911 group with UNIX administration issues
Qualifications
Minimum Required
  • Working knowledge of Oracle SQL, XML, Java, SOAP
  • Good understanding of SSH, SFTP, TCP/IP protocol
  • Basic understanding of networking
  • Basic understanding of UNIX. e.g. commands, file systems, how to navigate
  • Knowledge of Subversion or CVS revision control software
  • Understanding of Wireless Network Architecture, Technologies and concepts. A
  • Understanding of applicable Wireless industry standards. e.g. 3GPP, ATIS, IETF, OMA, etc
  • Strong Technical Writing and presentation skills
  • Self-motivated and able to work well under pressure
  • Strong proficiency with MS Office
  • 2+ years of software development with Perl and HTML
  • Must have good interpersonal skills and be able to build consensus across teams

Desired
  • 2+ years Technical Project Management
  • Experience with SQL (PL/SQL is a plus) and generic relational database design abilities.
  • Experience with UNIX system administration
  • Ability to diagnose software, hardware and system problems.
  • Able to articulate technical strategies
  • Familiarity with E911 and LCS is desired. A working knowledge of 911 environments (GMLC, NSS, BSS & regulatory) is a big plus.
  • Familiarity with Apache, Apache Tomcat, Java/JSP
  • Familiarity with GIS or Oracle Spatial
Education
Minimum Required
  • Bachelors Degree
  • In lieu of a degree, experience within telecom industry may be considered.
