Job Description

Position: Project Supervisor

Location: Bethesda, MD 20898

Duration: 6-week contract w2 w/benefits

Objective and Scope

The Seller shall assist Buyer personnel to provide a Project Manager and support services to satisfy the overall operational objectives of the Office of Research on Women's Health. The primary objective is to provide services and deliverables through performance of support services. The successful candidate will meet position requirements outlined in Section 4.1.

Minimum/General Experience:

Four years of experience in MOBIS-related work, including two years of progressively more responsible supervisory experience. Demonstrated ability to supervise numerous complex and time-critical activities simultaneously.

Functional Responsibility:

Supervises critical project operational areas, including staff recruitment, hiring, development, and evaluation; performance monitoring; project reporting; and development and implementation of project policies and procedures. Supervises the development and execution of project plans and completion of project deliverables.

Minimum Education:

Bachelor's degree. Six years of additional, directly relevant work experience (over and above the minimum experience requirements for this position) may be substituted for the Bachelor's degree.

Preferred Experience, but not required:

  • Project Management Professional (PMP) preferred

  • Certified Associate in Project Management (CAPM) preferred

  • Minimum of five (5) years of related experience.

  • Knowledge of NIH policies, procedures and policies.

  • Ability to manage competing priorities

  • Ability to engage and manage multiple stakeholders who may be more senior

  • Skilled in time management

  • Outcomes oriented

  • Experiences in critical path analysis

  • Experienced in identifying and managing risks

  • Experience with Microsoft Office Suite (MS Word, Excel, Outlook, PowerPoint and MS Project)

  • Strong communications skills, both oral and written.

  • Knowledge of correct grammar, spelling, punctuation, capitalization and style.

  • Excellent analytical, organizational and time management skills.

Specific Position Description:

  • Development of detailed project plan(s)

  • Managing stakeholders

  • Managing communication

  • Manages the project team(s)

  • Procurement and execution of the project.

  • Manage and oversee issue resolution, discrepancies arising from stakeholders to assure issues or problems do not escalate

  • Manages interactions of project team members

  • Manages Budget: assures budget is tracked and delivery is at or below cost

  • Manages risks

  • Assures progress is made and identifies to leadership issues and potential risks including rising costs, missed or delayed deadlines

  • Manages delivery

  • Escalating risks and problems to relevant individuals once they occur

  • Scheduling meetings to resolve issues

  • Updating senior management on project progress

  • Listening to and understanding your stakeholders' and team members' issues

Possible Document Deliverables: Upon request, the seller staff member shall provide documentation evidence of any and/or all work product, including, but not limited to, the following tasks:

  • Developing the business case that defines the problem/need to be addressed by the project and the reasons for project launch

  • Develop project plans that define the vision and background of any given project and that defines scope, including boundaries, deliverables and requirements

  • Provide reports of product acceptance criteria when requested

  • Be able to provide written justification for any given project by performing analysis

  • Upon request provide a written document that summarizes the project

  • Developing the project schedule that defines time required for implementing the project, along with activity durations and milestones.

  • Developing cost estimates that define how much funding will be required to perform the project and complete its goals and objectives.

  • Developing a communications management plan that explains how communications between ORWH and its stakeholders should be established and managed in regards to the project as needed

  • Performing a post implementation review to confirm the project has reached its goals and objectives and that deliverables are produced.

  • Develop lessons learned reports as requested to document successful experience and practice of the project
