Are you a finance professional looking to enter state government and work in a wonderful team environment performing important work for the citizens of WA State? The Liquor and Cannabis Board's (LCB) Finance Division is announcing an entry-level opportunity for a Fiscal Analyst 1 position. This position performs professional entry-level financial review and analysis of accounting, auditing and fiscal data in accordance with Generally Accepted Accounting Principles (GAAP), governmental auditing standards, statutes or regulations. Direct report to the Beer and Wine Tax Unit Supervisor.

This position is responsible for monitoring, analyzing and processing tax reports monthly. Responds to incoming telephone calls and emails for reporting and general questions. This position is a first level responder to the main contact telephone number for the Beer and Wine Tax Unit and Spirit Fee Unit. This position is responsible to provide clear and effective communication with external customers regarding reporting compliance and tax collection.


Some of what you'll enjoy doing:

* Process financial data according to accounting performance standards
* Process incoming mail payments for Tax and Fee Units
* Receipt cash payments in a secure room for collection of taxes
* Enter original monthly/quarterly/annual reports into Tax and Fee Systems
* Reconcile Tax and Fee System data to monthly verification spreadsheet
* Determine if incorrect or invalid entries were made on reporting forms
* Follow up with licensees for correct reporting
* Batch and scan reports in preparation of indexing to the Enterprise Content Management System
* Answer phone line in first tier rotation on AVAYA telephone system
* Respond to incoming emails for reports and general inquiries


Required Qualifications:

* Bachelor's degree, which includes 18 quarter or 12 semester hours in accounting; OR
* Any combination of education and relevant professional experience totaling four years. Education must include the required credit hours in accounting.
* Intermediate skill level with Microsoft Office Suite, particularly Microsoft Excel

Ability to:

* Explain Tax and Fee accounting standards and WSLCB policies to customers outside of the Financial Division
* Explain reporting requirements to external customers
* Become proficient in Tax and Fee Systems, Enterprise Content Management System and internal WSLCB systems
* Help customers navigate a personal computer to create account and submit reports electronically
* Learn Avaya telephone system
* Learn Employee Self Service System, Learning Management System, iSeries

Preferred/Desired Qualifications:

* Six months experience with the Office of Financial Management's (OFM) Agency Financial Reporting System (AFRS) and Financial Toolbox
* Knowledge, understanding and ability to ensure work products are in compliance with agency policies and OFM State Administrative and Accounting Manual (SAAM)
* Experience with Enterprise Reporting Services
* Experience with Electronic Filing Systems

Knowledge of:

* RCW 66.24
* WAC 314-19

RCW 69.50.351, no member of the state liquor and cannabis board and no employee of the state

liquor and cannabis board shall have any interest, directly or indirectly, in the producing, processing, or sale of marijuana, useable marijuana, or marijuana-infused products, or derive any profit or remuneration from the sale of marijuana, useable marijuana, or marijuana-infused products other than the salary or wages payable to him or her in respect of his or her office or position, and shall receive no gratuity from any person in connection with the business.

As a condition of employment, the candidate accepting this position will be required to comply with the Union Security clause contained in the Collective Bargaining Agreement between the State of Washington and the union.
