Job Description

This position will act as the accountant, budget analyst and purchasing agent for the Master Cooperative Agreement that supports both the 203rd RED HORSE Squadron located at Camp Pendleton and the 192d Civil Engineering Flight located at Joint Base Langley-Eustis. Performs all accounting and budget functions, procure goods and services for the agency, processing proper payment for purchases, recording transactions processed in accordance with agency policies and procedures.

Minimum Qualifications

Demonstrated knowledge of generally accepted accounting principles (GAAP) and their application to fund accounting; Demonstrated knowledge of interpreting financial and accounting reports; Working knowledge and demonstrated ability to analyze, research, and reconcile financial data; Demonstrated ability to apply and adapt established accounting methods to a variety of financial transactions and records; Demonstrated ability to prepare financial reports and statements; Demonstrated knowledge of Virginia State Procurement Law and standards; Demonstrated knowledge of State Travel regulations and reimbursement allowances; The ability to communicate orally and in writing. Advanced experience using automated systems, personal computers and software to include Microsoft Office Suite, especially Excel and Word; Ability to work independently; Demonstrated ability to interpret regulations for Federal grants and cooperative agreements for allowable expenditures and work within guidelines outlined in the Agreement.

Preferred Qualifications

Virginia Contracting Associate (VCA); Graduation from a college or university with major studies in accounting, business administration or similar; Extensive experience in bookkeeping, accounts payable or invoicing.

Special Requirements

Required to obtain VCA (Virginia Contracting Associate) certification within one year (12 months) of hire into position; Employment offers are contingent upon the successful completion of an extensive criminal background/security check and employment reference checks. Must have, and maintain, a valid Virginia Driver's License for the duration of employment; Employment offers may be subject to any of the following: 1)Extensive criminal background check 2)Pre-employment drug screening 3)Employment reference checks 4)Virginia DMV Driver Alert System 5)Pre-employment physical examination, which may include a Hepatitis A test/immunization.
