Job Description

The successful candidate will be responsible for providing statewide support of construction management functions for VDOT. Duties include, but are not limited to: overseeing the Construction Division's Environmental Compliance, Specifications, and Documentation Management Programs; providing statewide oversight on pre-advertisement construction management functions for Value Engineering, Risk Management, and related administrative activities; leading the strategic planning, development, and implementation of innovative VDOT-wide plans, programs, and policies related to the development and delivery of construction processes; providing statewide support, advice, and guidance for all aspects of construction project management including contract administration, environmental compliance, field reporting, work order management, and progress payments; capturing, developing and refining existing division processes to communicate, monitor, and improve the delivery of the construction program, including those for project closeout, construction engineering and inspection; managing software to support phases of construction projects including scheduling, financial management, and transportation management software; providing for the use, development, and modification of software tools to ensure optimum use in all construction phases; overseeing and managing the software environment and interface to provide necessary project support and controls; and providing support to staff on software use.

Minimum Qualifications

Professional Engineering licensure required. Comprehensive knowledge of transportation engineering methods and procedures as related to the construction of roadways. Knowledge of transportation engineering and construction related laws, regulations, policies, and programs. Experience with environmental compliance of heavy construction projects. Ability to read plans, analyze complex projects, interpret laws and specifications, and make engineering based judgments. Experience with the administration of construction contracts, and professional services contracts related to Construction Engineering. Hands-on experience with management and oversight of complex construction projects. Ability to supervise and develop technical and administrative staff, programs, and budgets. Ability to provide clear guidance related to Construction Management and Administration. Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and prepare reports. Skill in the use of computers and software applications including transportation, document management and financial management.

Preferred Qualifications

Bachelor's Degree in Civil Engineering or related field; or equivalent experience and/or training may substitute for degree. Executive level experience in construction management. Experience with AASHTOWare Software Packages such as SiteManager and Trns*port.
