This employment opportunity is with the Office of Information Services (OIS)/Shared Services (SS), which is part of the Oregon Health Authority (OHA). Positions within Shared Services may provide services to areas within the Department of Human Services (DHS) or OHA. OIS provides management support for OHA and DHS IT projects, systems architecture, data bases, IT asset and change management. OIS also coordinates network and computing operations with the Oregon State Data Center. There is one permanent, full-time position located in Salem (500 Summer Street NE) . This position is represented by a union. This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancy and may be used to fill future vacancies as they occur.

Duties & Responsibilities:

DUTIES AND RESPONSIBILITIES The Database Analyst provides expertise and leadership to analyze, plan, develop, integrate, implement and coordinate the operations, maintenance, installation and construction of information systems. This is the Advanced Professional level for the series. The Database Analyst has frequent contact with vendors to assess new technology and with contracted personnel to provide oversight, negotiate contract modifications, and analyze compliance with contract specifications. Software or Data - Customer Assistance: Diagnose user problems and questions, addressing the most complex problems for systems most critical to the state. (Critical means those systems with significant time constraints, such as Payroll systems, systems tracking revenues, systems meeting regulatory requirements or systems dealing with public safety issues.). Problem solving usually requires a high level of coordination with other IS staff and multiple vendors, and involves situations requiring conflict resolution. As the expert, assist other IS staff to solve problems and deal with major system crashes. Establish procedures for diagnosing and solving problems. Develop formal training for assigned infrastructure function(s). The typical system environment is diverse, with a mixture of data base management systems and hardware devices and standards. Usually deals with distributed data, multiple remote locations, multiple jurisdictions and a high level of expansion or change. Software or Data - Operations: Tasks in this Organizational Function relate to keeping the operations going on a day-to-day basis, including: Installation, performance monitoring, access, security, back-ups, scheduling, inventory management and processing orders Plan and schedule installations considering timing, version compatibility and other factors Installations typically involve products new to the industry or significant changes, such as overall system hardware upgrades or those that require creative network tuning Analyze system performance and addresses performance problems Evaluate costs, specifications, and organizational policies to recommend system performance tuning. Resolves resource competition issues The typical environment is diverse with multiple vendors, multiple sites, distributed needs within the agency, and multiple entities in the work flow. Typically, it has relational databases, multiple distributed databases, and must maintain relational integrity of the data bases, considering constraints, linked tables, and consistency. Software or Data - Construction: Conduct business analysis and research for large or unusual projects and for projects introducing new technology or new business processes. Perform business process modeling and formal data modeling requiring consideration of overall system performance. Projects involve a high level of coordination with conflicting needs and significant compatibility issues. Build implementation plans which often involve multiple vendors, multiple jurisdictions, and cross agency cooperation. Complete overall hardware system upgrades and codes extensions to communications software (such as Firewall, Enterprise DBMS, or system management software). Normalize data, update the data dictionary, and review staff work for conformance with established standards. Develop bid specifications and make high level recommendations which include costs, performance factors, and vendor selection. Planning: Responsible for high-level strategic planning, considering issues such as resource utilization, acquisition planning and new technologies, disaster planning, overall system performance, and security on a strategic basis. Address resource utilization issues where there are distributed needs within the agency and competition for resources. Recommend changes in business operations to effectively utilize system resources. Consider system features, configuration and compatibility issues. Establish standards for assigned infrastructure functions. Establish and enforce metadata standards. Review and approve logical data models for new projects for conformance to overall strategic plan and physical design standards. Other duties as assigned. Additional Duties: As may be assigned, at the discretion of OIS Leadership to meet the demands of the unit. Regular attendance and being available to respond to incoming customer inquiries are essential functions required to meet the demands of this job and provide necessary services. Maintaining technical knowledge through on the job and formal training is required. Works with OIS Leadership in creating a positive work environment. WORKING CONDITIONS Working conditions are those of a general office environment in a close-knit, team-oriented environment. At times, weekend and evening work will be necessary to meet customer demands and department deadlines. This position requires the ability to work on multiple tasks simultaneously, sometimes within short time frames. From time to time, may require long hours with night and weekend work and occasional travel. You must have a valid driver's license with an acceptable driving record. If not, you must be able to provide an alternate method of transportation.

Qualifications & Desired Attributes:

MINIMUM QUALIFICATIONS Your answers to the supplemental questions must be consistent with your described work experience. Five years of professional consultative, technical, or administrative experience providing expert advice and leadership in planning, development, coordination, and implementation of information systems. Experience must include activities in Database Analyst; and either (a) at least 30 quarter (20 semester) credits in computer science; OR (b) two more years of experience providing a knowledge of information systems theory and principles NOTE: Agencies may develop written or other tests to ensure candidates have the required knowledge and skills. 15 quarter (10 semester) graduate-level computer science, software engineering, information systems, or equivalent credits may substitute for one year of the professional experience. Skills : Administering and managing large scale, multi-system projects and systems including directing and motivating internal staff, contractors and other participants. Identifying the scope and complexity of a project and assigning segments of that project to others. Establishing controls and security measures Reviewing and revising agreements or contracts. Developing long and short range plans to meet established goals.
