Job Description

The Energy Systems Engineer will provide technical and program support to the implementation of the Alternative Energy Portfolio Standard (APS), with a particular focus on reviewing project applications for systems such as large-scale renewable thermal facilities (i.e. solar thermal, heat pumps, biomass, biogas, biofuel, etc.), combined heat and power facilities, fuel cells, and energy resilience projects for compliance with all programmatic requirements, specifically as it relates to engineering plans, project design, and metering and verification.

The Energy Systems Engineer will assist in the development and modification of program regulations, guidelines, and requirements related to the implementation of the APS, Renewable Energy Portfolio Standard (RPS), and Clean Energy Portfolio Standard (CPS) programs, specifically technical requirements related to engineering, project design, and metering and verification.

The Energy Systems Engineer will review proposals and draft recommendations for proposed large-scale energy projects submitted for review under the Massachusetts Environmental Policy Act (MEPA).

The Energy Systems Engineer will provide technical expertise to other Divisions within DOER and other Departments within the Commonwealth as it relates to the development of large-scale renewable thermal facilities (i.e. solar thermal, heat pumps, biomass, biogas, biofuel, etc.), combined heat and power facilities, fuel cells, and energy resilience projects.

Preferred Qualifications

Knowledge of the operation and thermodynamics surrounding renewable thermal facilities (i.e. solar thermal, heat pumps, biomass, biogas, biofuel, etc.), combined heat and power facilities, fuel cells, and energy resilience projects.

* Knowledge of the types and uses of metering instrumentation used in systems and mechanical engineering work for the measurement of pressure, temperature, flow, force motion, etc.
* Ability to read and interpret documents such as one-line diagrams, process flow diagrams, and various other plans, specifications, blueprints, mechanical drawings, etc.
* Ability to perform calculations using appropriate formulae to solve and interpret systems and mechanical engineering problems.
* Knowledge of the theory, principals, and practices of mechanical and systems engineering.
* Knowledge of the mechanical properties of fluids including continuity, compressibility, friction, and heat transfer.
* Knowledge of the mechanical behavior of materials including elasticity, plasticity, failure, and corrosion.
* Knowledge of the mechanical properties of solids including tensile, tortional, bending strength, and the effects of stresses, strain, vibration, etc.
* Knowledge of the types and uses of materials used in mechanical engineering.
* Knowledge of the principles and practices of mechanical drafting, including dimensioning.
* Knowledge of the types and uses of mechanical drafting instruments and equipment.
* Knowledge of mathematical techniques used in solving mechanical engineering problems.
* Knowledge of the methods used in the preparation of charts, graphs, and tables.
* Knowledge of the methods of general and technical report writing.
* Skill in the use of mechanical drafting equipment and instruments.
* Ability to analyze and determine the applicability of mechanical engineering data.
* Ability to understand and apply laws, rules, regulations, policies, procedures, and guidelines governing assigned unit activities.
* Ability to explain the provisions of the laws, rules, regulations, policies, procedures, and guidelines governing assigned unit activities.
* Ability to prepare technical and general reports.
* Ability to prepare and use charts, graphs, and tables.
* Ability to maintain accurate records.
* Ability to write concisely, express thoughts clearly, and to develop ideas in a logical sequence.
* Ability to work accurately with numbers, codes, and/or symbols,
* Ability to give written and oral instructions in a precise, understandable, manner.
* Ability to follow oral and written instructions.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. An Associate's degree in a related field may be substituted for one (1) year of the required experience.

III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

V. A Doctorate degree in a related field may be substituted for the required experience.
