Main Purpose of Job

The Regulatory and Compliance Engineer I is an entry level position within the Land and Materials Administration. The incumbent in this position will become knowledgeable in the analysis and evaluation of the construction, operation, inspection and permitting of oil handling facilities and aboveground oil storage tank systems (ASTs) to ensure regulatory compliance with engineering standards, practices, principles and methods in accordance with COMAR 26.10.01, 26.10.13, and 26.10.15. The incumbent is required to be certified by the Steel Tank Institute (STI) as both an aboveground storage tank inspector and an aboveground storage tank system inspector in accordance with STI Standard SP001. The incumbent will also be responsible for approximately one third of the permitting of oil operations activities in the State as required in COMAR 26.10.01, 26.10.13, and 26.10.15, and COMAR 28.08. This position will be required to be knowledgeable of the Administrative Procedures Act for the purpose of reviewing and issuing individual stormwater discharge permits for oil terminals, including the participation in public informational meetings and public hearings.

The incumbent work may be exposed to uncomfortable or unpleasant surroundings. This work may involve inspections of oil storage facilities and aboveground tank systems located in restricted access areas and may occur outside during inclement weather. The incumbent may be exposed to hazardous conditions which may results in injury. Facilities and vehicles inspected store, transfer, and transport oil including gasoline, diesel fuel and used oil. Work may also involve special physical demands such as lifting 50 pounds or more. This work requires occasional use of climbing of ladders and working at heights during inspections. The incumbent will be required to use protective equipment such as goggles, gloves, mask, etc.

This position requires the incumbent to drive a State vehicle. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: None

Notes:

1. A Bachelor's degree from an accredited college or university with at least 20 credits in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas may be substituted for the engineering degree.

2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the education requirement.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has an engineering degree in one of the following disciplines:

* Chemical
* Civil
* Environmental
* Mechanical

It is also preferred that the selected candidate has the following:

* Proficiency in Microsoft Office Suite;
* Experience or knowledge in Chemical, Civil , Environmental, or Mechanical Engineering;
* Experience related to aboveground storage tanks, petroleum storage and management, or wastewater treatment;
* Training related to aboveground storage tanks, petroleum storage and management, or wastewater treatment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached or carry an agency issued mobile phone.

The employee is subject to ongoing medical testing and is required to participate in OSHA training in the areas specified in Federal Occupational Safety and Health Administration Regulations (Standards - 29CFR) 1910 and Maryland Occupational Safety and Health standards

The Maryland Department of the Environment (MDE) Medical Monitoring Program (MMP) is designed to detect health risks or adverse effects of occupational exposure to hazardous materials and to direct targeted treatment and occupational illness/injury prevention strategies. MDE employees who may be exposed to hazardous materials are required to participate in a pre-placement, regular and/or post-termination medical examination. MDE has determined that this position be part of the MMP; therefore, applicants selected for employment must successfully complete and pass the medical monitoring examination as a condition of employment.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
