Salary Range: $45,084.00 - $93,470.00

Incumbent delegates work assignments to certified technicians and surveyors, performs and directs layout work, coordinates the sampling and testing of aggregates, steel, asphalt, soils and all other materials, and resolves conflicts and interpretation problems with contractors. Currently looking to fill Engineering positions in all counties within Vincennes District: Davies, Dubois, Gibson, Greene, Knox, Lawrence, Martin, Orange, Perry, Pike, Posey, Spencer, Sullivan, Vanderburgh, and Warrick counties.

Supervisory Responsibilities/Direct Reports:

This position supervises highway technicians and project supervisors.

Difficulty of Work:

Work performed can vary from routine to high degree of difficulty. The work requires specialized knowledge of civil engineering, roadway, and cost estimating. Employee works within established guidelines. Employee exercises judgment and decision making regarding district design engineering work. Work is carried out under the specifications and guidelines based on established policies and procedures.

Responsibility:

This position will be expected to effectively and efficiently manage multiple projects in multiple phases at any given time. The projects managed will vary in size, scope, schedule, and cost. In addition, this position must ensure that construction engineering meets state and federal regulations.

Personal Work Relationships:

Incumbent cooperates with co-workers on group projects and/or establishes friendly atmosphere as a consulting advisor, works with construction project engineers/supervisors in the maintenance responsibilities during project, and handles routine and sensitive contacts with government officials (i.e. elected officials, municipal engineers, county surveyors and county engineers), consulting firms/contractors, private developers and the general public.

Working Conditions:

Must have ability to work in a variety of environments both indoor and outdoor, including environments that may be noisy and dirty. Occasional strenuous activity may be required as in long periods of walking, climbing steep slopes and traversing difficult terrain, occasionally in inclement weather.

Responsibilities:

* Makes recommendations to superiors relating to change order;.
* Prepares progress reports, special reports relating to problems and delays, and examines and approves daily field reports prepared by others;
* Coordinates work assignments of technicians with other supervisors and Area Engineers;
* Responds to inquiries from local public officials, news organizations and other interested parties;
* Maintains control over attendance and work conditions for subordinates;
* Ensures that both INDOT and contractor employees are performing work in a safe manner in compliance with OSHA and other applicable standards, reports deficiencies to appropriate office;
* Maintains all files related to project in an orderly and usable manner;
* Supervises preparation of final construction records, examines and approves contractor requests for payment.
* Attends preconstruction and partnering meetings as INDOT representative;
* Meets with affected property owners in the project area and works to resolve access restriction issues, drainage problems and other issues that may arise during construction.
* Maintains daily project records and files, and oversees the work of technicians doing the same, including daily reports of materials placed, locations of work, work interruptions, contractor workforce size and composition, test results and any other related information
* Prepares simple field drawings or sketches as necessary to implement and document minor changes to project specifications. Prepares and submits a wide variety of documentation to the Final Review Office. Coordinates with the Final Review Office in the project closure process, answering questions and doing research as requested;
* Teaches certified technician classes and assists students in preparation for examinations;
* Performs other related duties as assigned.

Preferred Experience:

Bachelor of Science Degree in Civil Engineering; Registered Professional Engineer in Indiana preferred but not required;

Twelve (12) months experience as a Transportation Engineer preferred;

Must possess valid driver's license;

Considerable knowledge in Microsoft programs;

Broad knowledge in construction material sampling and testing standards and Federal, State, and Departmental established test procedures and standards pertaining to materials;

Skill in operation, calibration and maintenance of materials testing/sampling equipment;

Limited knowledge of AASHTO, ASTM, ITM, and INDOT specifications;

Ability to define problems, collect data, establish facts and draw valid conclusions;

Ability to maintain and complete accurate and concise reports;

Specialized knowledge of, and ability to apply, a variety of Federal, State, and local guidelines,manuals and regulations for purposes of construction inspection for compliance with standards;

Ability to read and interpret highway and bridge plans and to identify errors and omissions;

Excellent time management skills;

Ability to work independently; and,

Must be able to effectively communicate verbally and in writing with technical and nontechnicalpersons
