Job Description:

Incumbent performs as Assistant Asphalt Engineer to provide direction, assistance, and coordination in asphalt materials. Reports to the Asphalt Engineer, Office of Materials Management.

Essential Duties/Responsibilities:

* Assists in investigating asphalt failed materials and provides recommendations for resolution;
* Assists in maintaining, modifying, and developing Standard Specifications and Indiana Test Methods related to Asphalt Materials;
* Participates in meetings with Industry and District personnel and records minutes of the meetings as necessary;
* Gives presentations relating to Asphalt Materials; Monitors the QC/QA HMA Program;
* Monitors the consistency of the Certified HMA Producer Program and the Asphalt Supplier Certification Program;
* Participates in Process Quality Assurance Reviews of District activities; Provides direction and assistance for the Asphalt laboratories at OMM; Maintains approved lists for asphalt producers, materials and equipment;
* Monitors and assists in teaching, training, and performing many tasks relating to the Certified HMA Producer Program and Certified HMA Field Supervisor Program;
* Provides research reports relative to asphalt materials;
* Evaluates, and makes recommendations relative to new asphalt products, and test procedures; Provides assistance to evaluate problems arising during construction;
* Assists with the preliminary evaluation of asphalt new products submitted to the INDOT New Products Committee;
* Receives, processes, and distributes assigned correspondence; Performs related work as required.

Working Conditions:

Work is performed in an office environment. Work hours may vary and may be required to work overtime. May require travel.

Job Requirements:

* Civil Engineer with B.S. Degree in Civil Engineering from an ABET accredited school
* Basic knowledge of engineering principles, practices, and methods as applied to the testing of highway materials achieved through attainment of an engineering degree and extensive practical experience; Basic knowledge of and the ability to apply the AASHTO, ASTM, and INDOT Test Methods;
* Knowledge of the INDOT rules and regulations governing the construction of highway projects; Basic knowledge of INDOT computer programs including program capabilities, limitations, input requirements, and output options;
* Ability to keep abreast of new product and materials development, and to incorporate them into technical reports;
* Ability to read, interpret and analyze civil engineering plans, roadway details, maps, and specifications; Ability to communicate technical information to professionals and non-technical audiences, verbally and in writing;
* Ability to effectively maintain a cooperative working relationship with INDOT personnel, FHWA, other outside agencies, and Industry representatives;
