Water Quality ManagerAnalyst 4Department of Environmental Quality

DEQ is committed to protecting human health and preserving the quality of Idaho's air, land, and water for use and enjoyment today and in the future.

DEQ is seeking a full-time Water Quality Regional Manager with knowledge of environmental protection programs as well as strong leadership and communication skills. This position is located in the Twin Falls Regional Office.

Principal Responsibilities:

* Guide, motivate, and develop a professional-level staff involved in a variety of water programs
* Supervision including staffing, training, managing, and evaluating staff
* Strong personnel management skills, including the ability to assign personnel and delegate responsibilities with assurance and accountability
* Manage regional water quality program
* Coordinate with the program office to identify priority initiatives, negotiate budgets and performance measures, direct resources accordingly to achieve programmatic goals
* Negotiate formal and informal resolutions to violations of rules and laws
* Work with watershed advisory groups and other volunteer organizations that are interested in improving water quality
* Liaison for regional program communication and correspondence with public groups and agencies on state environmental code, statutes, standards, and policy

Minimum Qualifications:

* Possession of a Bachelor's degree in the physical or biological sciences, Political Science, Business or Public Administration, Engineering, or related natural resources management field OR Education and/or experience equivalent to a typical four (4) year Bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties such as planning, research, regulatory development and/or implementation of components of environmental programs or media for at least two (2) years can substitute for one (1) year of college. AND at least six (6) years of professional experience providing management, technical assistance, resource allocation, and policy interpretation to staff, special interest groups and the public.


* Possession of a Master's degree in any of the above fields AND at least four (4) years of professional experience providing technical assistance, allocating resources, managing and/or developing programs; and interpreting policy to staff, special interest groups and the public.

Specialty Minimum Qualifications (required for this position):

* Water Quality (3014) - Considerable knowledge of Water Quality
* Budgeting (0804) - Experience developing and monitoring a budget with responsibility for planning and preparing budget requests coupled with monitoring spending of an operations budget.
* Supervision (5217A) - Good knowledge of supervisory practices

Desirable Qualifications (the education and/or experience below is not required but may increase your score):

* Experience in program and/or project management
* Experience in regulation, rule, and/or policy development
* Experience preparing and present written and oral reports
