Network Analyst Req. #5475

Summary Statement and Purpose

Designs, develops and supports networks and related technologies and service. Recommends upgrades, patches and new applications and equipment.

Complexity and Supervision

Applies in-depth technical knowledge to efficiently accomplish complex tasks and/or small projects. Simultaneously works on multiple tasks with competing deadlines. Solves unique problems that do not have precedence. Works under general direction.

Technology/Equipment Used

Phone, fax, copier, printers, PC, laptop, mouse, keyboard, monitors, MS Office, Internet, e-mail, Outlook calendar, MOX, HEAT, Meditech, MS Windows, wide variety of network design, planning, analysis and monitoring tools, programming languages.

Minimum Qualifications:

B.S. Computer Science, related field, or equivalent combination of education and experience.

4 years network administration analysis, development and implementations.

Technical: In-depth knowledge of network analysis and planning. In-depth programming and report writing skills. Proficient with MS Office. Able to learn and apply HIPAA regulations and impact on work. Able to quickly self-learn new technology/applications.

Business Planning and Control: Able to develop, apply and maintain standards, meet schedules, develop/follow project plans and apply project management principles. Able to effectively scope-out large new projects.

Organizational: Manage time and priorities to meet competing schedules and goals.

Communication: Communicate effectively in English in written and verbal form. Communicate in person and by telephone. Read, analyze and interpret documents such as policies, procedures, and technical instructions, correct spelling, grammar and punctuation. Conduct small and large group presentations.

Interpersonal: establish and maintain good working relationships, collaborate effectively in a team environment, interact professionally with customers and co-workers; even under stress, resolve conflicts appropriately and persuade customers to use standards, employ good listening skills.

Reasoning: Strong problem identification and analytical skills. Gather data, define problems, establish facts, draw valid conclusions. Interpret technical instructions in written or diagram form. Use logic. Understand symbolism (e.g. formulas, graphs). Deal with an extensive variety of abstract and concrete variables. Able to solve complex problems.

Math: Arithmetic, algebra, rates, percentages, basis statistics

Preferred Qualifications:

Previous IRM experience.

Considerable knowledge of health care information systems, including departmental processes, clinical data repositories, internsystem data exchanges, confidentiality and privacy protection.

Physical and Sensory Requirements, Work Environment and Conditions

Able to:

• Lift/carry up to 10 pounds frequently. Lift/carry up to 30 pounds infrequently.

• Stoop, bend, crawl, climb occasionally to install equipment.

• Drive car frequently to facility sites. Occasionally travel by plane.

• Use computer equipment including keyboard, mouse and monitor 4-8 hours daily and occasionally more.

• Use signant to view monitors and documents. Use color vision to distinguish varying screen elements, wires and cables. Communicate via telephone, face-to-face, d-mail, fax.

• Normal office hours are Monday - Friday, 8:00 a.m. to 5:00 p.m. Occasionally work extended hours and weekends. Occasional night shifts for major installations or upgrades. Provide on-call support.

Job Specific Performance Responsibilities (Essential Duties):

1. Designs, implements and maintains network components such as hubs, routers, switches and terminal servers into multiple topologies and architectures. Integrates components, such as work stations, printers, host and server platforms and asynchronous devices into LAN and WAN systems.

2. Designs cabling infrastructures for voice, video and data communications.

3. Coordinates schedules of operations personnel and customers to ensure timely and smooth implementation of services.

4. Monitors network utilization and provides timely resolution of problems and Requests for Service.

5. Evaluates and recommends new technologies, products, tools and technique for incorporation into the production environment.

6. Performs tasks such as network design, organizational analysis, network testing, hardware planning, implementation planning, cost/benefit analysis and systems documentation.

7. Conceptualizes and analyzes complex technical issues for multiple users.

8. Updates databases with information from completed work orders, trouble tickets, etc.

9. Develops and maintains network and production support tracking systems to ensure the continuation of current customer service levels.

10. Receives, logs and responds to requests for services. Assist Help Desk Coordinators in problem resolution. Documents support activities according to department standards and procedures. Must supply timely solutions for the data needs required in responding to opportunities. Resolves operations problems and coordinates resolution with the vendor if necessary.

11. Seeks to improve current processes.

12. Documents adds, moves and changes.

13. Communicates timely and accurately with users, vendors, peers and management. Documents user agreements, acknowledgement and sign-offs appropriately.

14. Demonstrates excellent customer service and public contact skills.

15. Develops/follows procedures and documentation requirements.

16. Provides education and training to users and to other IRM staff.

17. Monitors and evaluates network security implemented in the organization. Works to reduce all risks to computer resources. Researches and recommends network security measures to be included in the installation of new systems.

18. Performs security administration duties as assigned and investigates security breaches.

19. Completes tasks on time, within budget and with minimal interruption to the current service levels.

20. Provides status reports and updates to management on a timely basis.

21. Compliance: Timely completion of PTS for 100% of projects with correct estimates and dates. Adheres to all department standards, INHS policies and procedures.

22. HIPAA: Complies with HIPAA Regulations and company confidentiality policies and procedures. All employees of Inland Northwest Health Services who have direct or indirect access to patient health information must treat that information with the strictest conficence. Any unauthorized access, modification, disclosure or casual discussion of such information shall be considered a violation of this policy and shall be the grounds for disciplinary action up to and including termination of employment.
