About Southcentral Foundation

Southcentral Foundation is an Alaska Native-owned healthcare organization serving Alaska Native and American Indian people living in Anchorage , the Mat-Su Valley , and 60 rural villages in the Anchorage Service Unit. Incorporated in 1982 under the tribal authority of Cook Inlet Region, Inc., Southcentral Foundation is the largest of the CIRI nonprofits, employing more than 1,200 people in some 65 programs. CIRI is one of the 12 Alaska-based regional corporations established by Congress under the terms of the Alaska Native Claims Settlement Act of 1971. A 13 th corporation manages the assets of non-resident Alaska Natives. Southcentral Foundation's vision is a Native community that enjoys physical, mental, emotional and spiritual wellness; its mission is to work together with the Native community to achieve wellness through health and related services. The organization has developed and implemented comprehensive health-related services to meet the changing needs, enhance culture and empower individuals and families to take charge of their lives. Currently, Southcentral Foundation serves some 46,800 Alaska Native and American Indian people in the Anchorage Service Unit. Southcentral Foundation's first P.L. 638 contract with the Alaska Area Native Health Service began in 1984, to provide dentistry, optometry, community health representatives and injury control services. A funding request to provide substance abuse treatment service was added in 1987. Gradually, Southcentral Foundation increased its contracting capacity within the Anchorage Service Unit so that by late 1994 it was administering nearly half the primary care services for Alaska Natives. In 1998, Southcentral Foundation obtained ownership and management of programs located in the Anchorage Native Primary Care Center at the Alaska Native Medical Center , which serves the entire Native population of the state - an estimated 125,000 people. Since then, Southcentral Foundation instituted profound changes in the philosophy, structure and delivery of the direct services offered to our customer/owners. In January 1999, Southcentral Foundation and the Alaska Native Tribal Health Consortium signed an agreement to take over management of all Indian Health Service programs on the Alaska Native Health Campus, the location of the Alaska Native Medical Center , the Anchorage Native Primary Care Center, Southcentral Foundation's main administration building and several other facilities. Since assuming management, Southcentral Foundation has instituted significant philosophical and other changes in the design and administration of these programs. It is not an exaggeration to say that Southcentral Foundation has instituted a total system-wide transformation of care, increasing not only the quality and adaptability of programs but -more importantly - the accountability of providers and patients alike. For perhaps the first time in history, Native people are taking charge of designing and delivering healthcare - not only for us, but for our children, parents and other family members. One example is the implementation of the access to care philosophy. Patients - whether Native or non-Native - want access to their provider when they need it, not days or weeks later. At the Anchorage Native Primary Care Center , which Southcentral Foundation owns and operates, over 35,000 clients have been empanelled to a primary care physician. The access to care philosophy mandates that primary care providers support the philosophy of "doing all of today's work today." This concept, coupled with reserving half of the physician's schedule each day for same-day appointments, ensures that patients receive appointments with their primary care provider on a same-day basis - an achievement of which any healthcare provider could be proud. Southcentral Foundation also has instituted an unwavering customer focus to help identify weak spots in delivery. Continued feedback and accountability are used to monitor the customer/owner experience. Southcentral Foundation has embraced the philosophy that our patients are our families, co-workers and friends who deserve the highest quality care possible.
