Job Description

Director of Finance School Building Authority of WV

The School Building Authority of WV intends to hire a Director of Finance. This individual will work under the general supervision of the Executive Director and work with the Director of Administration to perform professional and administrative duties in directing the financial and fiscal management of the School Building Authority. This individual will be responsible for the development and operation of the accounting and internal control systems for the administrative budget and for the investment of agency funds, as well as the construction budgets of individual county boards of education on all School Building Authority funded Construction projects. The Director of Finance will provide technical assistance on generally accepted accounting principles (GAAP), including the implementation of new standards from the Governmental Accounting Standards Board (GASB). The Director of Finance will be responsible for the development of short-term and long-term strategies to ensure the fiscal solvency of the agency and work with the state's financial advisor as it relates to the use of the agency's revenue stream over the next 20 years. The Director of Finance will work with the Director of School Planning and Construction and the architectural staff during the construction phase of projects to ensure that selected projects are constructed within the proscribed guidelines and within the approved construction budget.

The Director of Finance will provide assistance to the Director of Administration relating to the daily operation and the internal control over the School Building Authority's funds. This individual will act as a liaison between the agency and the financial services industry. Required Qualifications: A Bachelor's Degree in accounting, finance or related field with eight-years' experience in general finance, finance relating to the construction industries or a combination of the two. We will also consider a candidate with a Master's Degree in accounting, finance or related field with five-years' experience at a management level. Additional required qualifications include working knowledge of PC software, communications and operations relating to accounting and maintenance of financial records and a working knowledge of West Virginia State Code (Section 18-9D) as it relates to the construction and renovation of school facilities. Clear and effective oral and written communication skills are mandatory for this position.

Desired Qualifications: A licensed Certified Public Accountant with five-years' experience with auditing, preferably with at least three of those years' experience being in a local county board of education/state agency setting as a treasurer or business manager. The salary will be set in accordance with the School Building Authority's established salary schedule with consideration given to previous experience.
