Job Description

Compliance Maintenance Specialist II (Working Title: Utility Locator) : This position is technical work engaged with implementing and conducting utility locates for Traffic Engineering & Operations utilities in rights-of-ways. Incumbent complies with Chapter 556, Florida Statutes and FDOT Utility Accommodation Manual, Topic No: 710-020-001-g. Records utility locate information into supplied utility locator as well as personal computer. Provides assistance to engineering or technical staff in traffic studies.

Duties: Traffic Utility Locator

  • Receives, reviews and responds to incoming requests for utility locates pertaining to Traffic Operations
  • Using the county supplied database (Cartegraph), records the date of request, requestor's contract name, address and telephone number
  • Records travel time to include departure time/date and arrival time/date
  • Records time/date to start marking the utility locate for each locate
  • Records time/date end of marking the utility locate for each locate
  • Annotates/records if the locate is for traffic signals, street lighting, circuits, fiber optic, etc
  • Accounts and records for any equipment or material used
  • Uses the existing route tables in Cartegraph
  • Takes photos of the area where locates are performed to document evidence of the locate with date and time performed
  • Records data collections for each locate in the cable locater
  • Connects the cable locater to a PC and downloads recorded data to a network drive
  • Notifies 811 of locates
  • Assists with traffic studies as requested by supervisors or managers
  • Prepares special reports and requests as required by supervisors or managers

Minimum Qualifications:

A High School Diploma or its equivalent and three (3) or more years of related experience in construction/maintenance, contract applicable construction trades, or in a field providing technical services to construction/maintenance contractors. College or university level training in an appropriate field may be substituted on a year-for-year basis for the required construction/maintenance experience. Ability to be certified in Maintenance of Traffic (MOT) within 12 months of hire date (as designated on position description).

Job Competencies:

  • Ability read construction plans, blueprints, facsimile plans and documents.
  • Experience with Microsoft Excel, Microsoft Work, Microsoft PowerPoint, Work Management Systems (i.e. CartêGraph), e-mail communication software application, digital photography and downloading connection knowledge using Traffic Counters and a PC.
  • Knowledge of the Manual on Uniform Traffic Control Devices (MUTCD).
  • Ability to prepare and to interact and communicate with the public. Flexibility and interest in learning new skills.
