Job Description

Building Condition Assessment Specialist: Building Condition Assessment of County owned, managed, or leased facilities and other properties as assigned. This is an assessor position that is responsible for building condition assessments under the general direction of a Facilities Manager.


  • Assess County owned, managed including those the County has an interest in purchasing and other structures to document building and facility systems conditions for the purposes of inventory and preventive maintenance.
  • Read and understand blueprints, plans and spec books and have a basic understanding of building sciences.
  • Evaluate components based on age, functions, appearances, deficiencies, current operating conditions and classify the inventory based on Uniformat Codes.
  • Develop life cycle costs estimates for maintenance and repairs of building components.
  • Prepare inspection reports and provided recommendations on corrective actions, project timelines and assist in prioritizing projects for funding of projects.
  • Performs related duties as needed.
  • Understands and inspects for condition assessments of the following building systems and equipment: Structural components, Roofs & roofing systems, Exterior Walls and Windows, Fire and Life Safety, Electrical and lighting to include generators, Heating, ventilation and air conditioning (HVAC), Plumbing, Parking lots and sidewalks, Vehicular gates and operators, Pedestrian doors and ADA requirements, Elevators general condition, Paint and flooring condition, Inspect for general presence of moisture/mold or mildew.
  • Prepare reports and maintain accurate records of inspections and recommendations for corrections including photographs and follow-up notations.
  • Assist Planners/Schedulers and Facilities Planning and Maintenance staff with understanding and coordination of cited/reported needs.
  • Represents Facilities as a team member at meetings.

Minimum Qualifications:

A High School Diploma or equivalent education and three (3) years of experience as a building inspector, assessor or contractor with thorough knowledge in building trades to determine structural soundness and compliance with specifications, building codes, building sciences and other regulations. Assessments may be general in nature or may be limited to a specific area, such as electrical systems or plumbing.
