Job Description


We are seeking an Emergency Planner to join a team implementing safeguards for operations resilience\. Are you passionate about developing enterprise\-wide solutions to ensure continuity of operations in the face of disruptive events? On any given day, you may be called on to:

+ Coordinate efforts to identify site\-level critical functions and assess their resilience to disruptive events
+ Analyze enterprise\-level deficiencies in plans, procedures, training and resources
+ Identify cross\-cutting sets of improvements that can address resilience deficiencies
+ Develop plans, procedures, and the programming of resources
+ Plan training, major exercises, and drills to validate plans and assess proficiency of key teams


+ Bachelor's in relevant discipline, or 8 years' equivalent experience
+ Experience in developing multifaceted plans involving assessments of current state, and a systems approach to solutions development
+ Experience in the assessment of system\-level vulnerabilities and development of mitigation plans


+ Working knowledge of Sandia National Laboratories and the organization’s structure
+ Strong analytical and critical thinking skills and the ability to apply these skills to resolve complex business issues
+ Knowledge of the DOE Comprehensive Emergency Management System and Continuity Programs
+ Experience in emergency planning or response activities, including plan development; federal, state, and local interface; and development and conduct of tabletop and full\-scale emergency response exercises
+ Ability to engage with varied levels of internal and external partners to build effective working relations, reach consensus
+ Ability to communicate effectively and influentially in oral presentations and written analyses to program stakeholders, senior executives and federal oversight officials
+ Experience in emergency response practices, including hazardous material response and the incident command system, as outlined in the National Response Plan and National Incident Management System
+ Experience responding to nuclear and high\-hazard emergency incidents, including knowledge of hazardous material reactions and explosive material and handling protocols

Department Description:

The Requirements Management and Traceability Department \(9214\) is establishing Sandia’s Resilience Program to address requirements to sustain critical site\-level functions in the event of natural or man\-made disruptions\. This program will encompass the development and maintenance of plans, response procedures & the planning of drills and exercises\. The program will coordinate extensively with stakeholders and owners of critical functions, as well as with Kirtland AFB, the Sandia Field Office and NNSA\.
