Job Description



The Information Systems Group Sr\. Manager is responsible for leading an organization that provides information technology and information management services to the Sandia California Site as well as high quality, secure videoconferencing with real\-time document sharing services to the entire laboratory\. This group also operates the California Data Center which hosts critical, disaster recovery and business continuity functions for the laboratory\. The Information Systems Group currently has four first level managers and one team lead responsible for leading a workforce of approximately 80 employees and PO contractors working in Livermore, CA and Albuquerque, NM\. The primary responsibility of this Sr\. Manager is to lead a team that effectively delivers high quality IT services and solutions that align with Sandia’s Chief Information Officer \(CIO\) strategic objectives\.


+ Partners with the Chief Information Officer \(CIO\) and CIO Office in providing technology vision and direction for the enterprise
+ Creates an organizational vision and objectives that are consistent with Sandia’s strategic plan and customer expectations\. Establishes strategy, sets strategic direction, creates plans to achieve business goals and outcomes for the enterprise and is accountable for the results
+ Maintains a broad knowledge of state\-of\-the\-art information technology and tracks all aspects of information technology research and development to evaluate, plan, implement, direct, and monitor the integration of new transformational technologies, and business process improvements into the production baseline to ensure Sandia’s competitive position
+ Implements IT continuous\-improvement programs within enterprise guidelines
+ Identifies and implements best practices for optimizing infrastructure and operations, improving system performance, and ensuring service\-level requirements are negotiated and met\.
+ Directs teams of management and technical and professional staff in the successful fulfillment of IT service delivery commitments\.
+ Collaborates across IT groups, and user and customer communities to deliver enterprise solutions\.
+ Manages a broad range of information systems activities including application development and support, software engineering, software quality assurance and quality control, business analysis, database administration, computer support unit and help desk support, mobility productivity solutions, and tailored IT services\.
+ Negotiates the technical requirements and business outcomes for contracts with vendors, and authorizes procurement funding \(Participates in business discussions, solution architectures, and presales activities and leads the technical discussions\)\.
+ Supports the formulations and development of IT policies, procedures, and performance management processes and measures for the enterprise and in support of the CIO\.
+ Directs the preparation, review, and consolidation of IT business plans, budgets and forecasts\.
+ Regularly reviews IT costs and cost structures for IT services and products\.
+ Ensures that financial implications of IT projects and activities are communicated to executive management\.
+ Evaluates risks and compliance\.
+ Monitors program progress by establishing processes, controls, and applying business, mission, and information technology knowledge and experience to independently judge work quality, performance, and alignment of results with customer expectations\.
+ Oversees and manages managers and members of the workforce, including hiring, professional development, and assessment and performance management, consistent with the mission of the organization\.
+ Ensures that customer needs are satisfied through the creation of trust\-based relationships\.
+ Works with different teams and internal and external customers to understand their needs and translate these needs to architectural solutions\.
+ Assists in planning and coordinating a diverse range of mission activities, new initiatives, and products within and across the group\.
+ Counsels and assists employees and management on government legislation, U\.S\. Department of Energy contract compliance, and Sandia policies or procedures to ensure compliance\.

**Knowledge, Skills, and Abilities:**

+ Ability to model behaviors that reflect Sandia National Laboratories' core values and model behaviors\.
+ Demonstrated knowledge in all departments assigned to the organization\.
+ Demonstrated ability to successfully manage and complete multiple programs and projects\.
+ Knowledge of company policies and procedures and ability to interpret, execute, and recommend modifications to Sandia's Corporate Policy System and to organization policies and group processes\.
+ Excellent oral and written communication skills and customer service skills\.
+ Ability to interact effectively with all levels of internal and external customers, including the ability to build and manage effective working relationships\.


Requires a bachelor's, master's, or doctorate in relevant discipline and 10 or more years of experience, including five or more years of leadership and/or manager experience; or equivalent combination of education and experience\.


+ Project leadership through formal methods as evidenced by PMI Certificate or equivalent experience\.
+ Vision for the future information environment of the Laboratory and a passion for improving the information experience of the workforce
+ Understanding of the importance of providing innovative, yet solid and reliable services in high security environments
+ Familiarity with records management and library services
+ Excellent people skills with demonstrated experience in communicating with a diverse team

Department Description:

The Information Technologies Group is directly involved in many Sandia National Laboratories programs and activities\. These include the Integrated Enabling Services activities such as the Sandia classified network, the Sandia unclassified networks, our technical computing development and support, the telecommunications and collaboration services, Safeguards and Security activities and the Cyber Security Program\. The group is also involved in the support of SNL program areas associated with Nuclear Weapons, Engineering Information Systems, Advanced Simulation and Computing, Advanced Engineering Environments and the TBPs \(Technical Business Practices\), PRS \(Product Realization Standards\) and EPs \(Engineering Procedure\) for the nuclear weapons complex transformation\.

Security Clearance:

Position requires a Department of Energy \(DOE\) granted Q\-level security clearance\.
