Job Description


We are seeking an R&D Science & Engineering Systems Research and Analysis professional with cybersecurity domain expertise, who will take a broad systems perspective to informing strategies, priorities, and requirements for technology solutions\. The successful applicant will join our multidisciplinary team of systems analysts, whose studies provide decision insight to customers in ill\-defined or complex multi\-domain problem areas\. Apply critical thinking using a diversity of technical skills and expertise, and effectively communicate options, insights, and trade\-offs to customers in a concise way that enables action\. Provide technical depth and insight to information security and multi\-domain analysis problems involving cyber elements, enable connectivity between the analysis team and Sandia’s broad and deep cyber enterprise security and R&D capabilities, and contribute to multidisciplinary systems analysis teams addressing other domains of national security\. Formally define problems, formulate requirements, develop technical approaches, gather information from a variety of sources, and apply analytical and modeling methods to design and objectively evaluate proposed solutions\. Programming experience and familiarity with relevant analysis and/or mod\-sim tools would be beneficial\. Access to knowledge and data in this arena will require a security clearance\. Travel is expected to meet with sponsors and to support successful execution of programs\.

On any given day, you may be called on to:

+ Lead projects and also contribute effectively on research teams;
+ Work with customers to understand needs and propose solutions;
+ Conduct innovative research; and
+ Present results as appropriate at open conferences or classified meetings\.

Knowledge, Skills, and Abilities:

+ Advanced technical degree or significant equivalent experience\.
+ Technical knowledge and competencies appropriate to the position\.
+ Thorough knowledge of and applied experience with scientific, mathematical, and engineering methods\.
+ Thorough knowledge of and experience with designing, planning, and executing projects\.
+ Demonstrated knowledge of and experience implementing Sandia policies affecting projects and initiatives\.
+ Demonstrated ability to team across all disciplines\.
+ Demonstrated ability to effectively communicate complex system issues and ideas to customers and stakeholders at all levels of government within the United States as well as internationally\.


+ Bachelor’s degree in relevant discipline plus five or more years of experience, or equivalent:

- engineering or scientific experience and/or achievements that demonstrate the knowledge, skills and ability to perform independent research and development\.
+ Evidence of relevant research expertise in the form of technical publications, presentations, software, and/or knowledge of applications
+ Cyber security domain expertise of sufficient depth to inform technology requirements, assessments, priorities, risks, and/or policy concerns\.
+ Strong record of academic performance\.
+ Demonstrated ability to communicate well in informal \(one\-on\-one\) and formal \(seminar\) environments\.
+ Ability to obtain and maintain a Department of Energy \(DOE\)\-granted Q\-level clearance\.


+ Ability to obtain and maintain an SCI\-level clearance\.
+ Systems research and analysis expertise in one or more of the following: design and analysis of complex systems, decision analysis, risk analysis, international security and policy, expert elicitation, facilitation, communications with non\-technical audiences, and operational or policy guidance development
+ Cyber expertise in one or more of the following: cyber risk management, cyber vulnerability assessment, secure software and hardware design, cyber system modeling and simulation, big data analytics or machine learning, mobile security, cloud security, cryptography, intrusion detection systems and countermeasures, network monitoring and traffic analysis\.
+ Evidence of professional service to the community, such as service on program committees, workshop organization, and/or editorial or review work\.
+ A proven ability to frame and tackle complex and/or ill\-defined multidisciplinary problems
+ Background in solving practical problems in science and engineering that involve encounters with real\-world data, especially large data sets\.
+ Software development competence in at least one programming language, and software engineering proficiency\.

Department Description:

The Systems Research & Analysis III Department \(8716\) is part of the six\-department System Analysis & Engineering Group in the Sandia/California DHS & Defense Systems Center\. We provide national leaders with reliable, unbiased and comprehensive information on viable engineering and strategy options, and on the effectiveness, risks, benefits, and potential unintended consequences of those options\. Projects span DHS, DOE, DoD, and internal sponsors\. We are a multidisciplinary group with a strong science and engineering emphasis, skilled at applying a broad systems perspective to national and global security challenges\. The analysis work of the department has a cyber security emphasis in collaboration with cyber\-related organizations across the laboratory in CA and NM, and department researchers also lead and support efforts in domains including nuclear deterrence and stability, homeland security, global security, and internal Sandia decision support\. In these complex problem areas, we employ independent thinking, creativity, and a variety of advanced science and engineering tools and methods across the lifecycle of national security issues\. Projects range from months to years in duration, with teams forming in dynamic collaborations across the Group and with organizations throughout the laboratory to draw upon world\-class technical expertise\.

Security Clearance:

Position requires a Department of Energy \(DOE\) granted Q\-level security clearance\.
