Job Summary

Provide business support for Sandia’s Strategic Reconnaissance and Secure Communication \(SRSC\) program which includes approximately 23 active projects with an estimated annual revenue of $25M\. This program is executed across two Divisions by a workforce that provides IT services and products critical to national security\. SRSC is a dynamic program driven by the demand of supported missions and is complex due to its direct funded infrastructure and significant utilization of contract labor\. Projects supported by this position include both work with other federal agencies and indirect investments\. The successful candidate will need to thrive in a changing environment, work successfully as part of a larger business team, and communicate effectively with a variety of internal and external stakeholders\.

Job Duties

+ Provide decision support to leadership on a broad range of business topics including financial planning, resource and capability management, process improvement, organizational structure, make\-buy alternatives, and cost control
+ Work collaboratively across organizations to facilitate and drive integrated, multi\-disciplinary solutions to complex operational problems
+ Monitor cash flow within the portfolio, anticipate business issues, and develop solutions
+ Interpret corporate policy, develop options for implementation, and advise on associated risk
+ Participate in proposal submission; contribute, review, and advise on proposal elements; develop a detailed cost estimate; ensure proposed scope meets requirements for DOE acceptance
+ Implement project planning and controls including WBS design, baseline cost plan development, variance analysis, assurance reporting, and project closeout
+ Perform procurement planning and partner with technical leads, administrative support, and management to ensure that goods and services of the proper quality are obtained according to plan
+ Develop single and multi\-year forecasts, analyze trends, and develop associated impact analysis
+ Determine the most effective and efficient cost models for accomplishing mission objectives
+ Perform qualitative and quantitative analysis to develop strategies, goals and objectives, and detailed plans for long\-range implementation and to respond to ad hoc scenario planning requests
+ Support interaction with external sponsors, including developing monthly project reporting, facilitating resolution of contracting issues, and preparing program briefings
+ Maintain historical records and administer change control for key programmatic documents
+ Work effectively as a member of a business team to provide integrated service and respond to SRSC program office requirements

Knowledge, Skills, and Abilities

+ Strong analytical and critical thinking skills with demonstrated ability to resolve complex business issues
+ Strong communication skills, both written and verbal, and ability to effectively present detailed information of significance in a clear, concise, and coherent manner
+ Ability to understand and communicate the meaning and implications of financial indicators, manage overall financial performance, and use analysis to evaluate strategic options
+ Knowledge and experience applying accounting and financial concepts
+ Experience with budget formulation, financial analysis, proposal preparation, funding practices, and project administration
+ Ability to integrate with leadership and interact effectively with all levels of internal and external personnel to build effective working relationships, resolve conflict, and negotiate for mutually agreeable solutions
+ Ability to independently organize, prioritize, and follow through to completion on multiple tasks, under strict deadlines and competing demands
+ Ability to identify performance deficiencies at the project and organizational level and respond with strategies for correction
+ Ability to understand and work within complex systems and the agility to move between strategic and tactical levels
+ Intermediate to advanced experience with common office software and required software for financial planning and analysis
+ Ability to protect sensitive information and classified matter


+ Requires bachelor's degree in relevant discipline plus entry level experience \(up to two years\); or master's degree in relevant discipline; or equivalent combination of education and experience
+ Ability to obtain a sensitive compartmentalized information \(SCI\) security clearance


+ Active DOE Q or SCI Clearance
+ Experience supporting classified programs
+ Experience with enterprise resource planning systems such as Oracle financials
+ Knowledge of Sandia National Laboratories' missions and the organization structure
+ Experience working for an FFRDC or defense contractor
+ Knowledge of Sandia policies and procedures in financial areas such as budget formulation, capital equipment, other federal agency contracting, cost allowability, and cost accounting standards

Security Clearance:

Position requires a Department of Energy \(DOE\) granted Q\-level security clearance\.
