Job Description



The IBCTR Department has projects in the following areas: chemical risk management and mitigation; chemical security system analysis, design, and implementation; training in the areas of chemical security, risk awareness; global, regional, and country\-specific analysis and assessments\. Projects span both analytical research and on\-the\-ground implementation around the world, including in Africa, South Asia, and the Middle East\. These projects include execution of various hands\-on technical training courses; conducting risk, threat and vulnerability assessments of chemical research and industrial facilities; design and implementation of chemical safety and security systems; research and analyze various topic areas associated with chemical terrorism\.

The candidate is expected to lead projects in one or more of these areas, which includes documenting IBCTR methodologies and policy recommendations\.

**Be willing to travel both domestically and internationally on a fairly frequent basis\.**


+ A Ph\.D\. in a field related to the work of the department, such as chemistry or chemical engineering\.
+ The ability to obtain and maintain a DOE security clearance\.
+ Successful candidates will be able to learn quickly and have strong written, analytical, interpersonal, verbal and presentation skills, be able to work productively in a diverse and multidisciplinary team environment\.
+ Candidates will have the proven ability to manage projects from inception to completion\.
+ Knowledge in chemical safety and chemical security and applying this information to improve chemical risk management\.


+ Knowledge in international security issues\.
+ Candidates with a scientific background, chemistry, chemical safety, a basic understanding of chemical engineering and industrial processes\.
+ Experience in chemical weapons nonproliferation and/or counter\-terrorism policy\.
+ Experience teaching and/or overseeing chemical risk management best practices\.
+ Demonstrated ability to engage customers and stakeholders in the application of significant chemical risk management approaches\.
+ Knowledge of, and proven ability to work in/with, foreign cultures and environments\.
+ Desire to affect global security issues from a technical perspective\.
+ Broad awareness of Sandia National Labs nonproliferation capabilities and goals\.
+ Multidisciplinary technical knowledge and competencies appropriate to the position\.

Department Description:

The 06826 Department is multidisciplinary and focuses on advancing international threat reduction goals by promoting safe, secure and responsible use of dangerous biological and chemical agents around the globe\. The IBCTR program provides specific technical advice to the US Government on issues related to counter\-chembioterrorism, the Biological Weapons Convention, the Chemical Weapons Convention, and has projects in the following areas: security system analysis, design and implementation; agent risk prioritization; outbreak control and management; information control and management; training in the areas of biosafety, chemical safety, security, risk awareness, disease surveillance and diagnostics, and related topics; and global, regional, and country\-specific analysis and assessments\. These projects involve both US interests as well as those of various foreign countries and international organizations\.

Security Clearance:

Position requires a Department of Energy \(DOE\)\-granted L\-level security clearance\.

Sandia is required by DOE directive to conduct a pre\-employment drug testing, and a pre\-employment background review that includes personal reference checks, law enforcement record and credit checks, and employment and education verifications\. Applicants for employment must be able to obtain and maintain a DOE L\-level security clearance, which requires U\.S\. citizenship\.

This Limited Term Employee \(LTE\) position is a temporary position for one year term, which may be renewed at Sandia's discretion up to a maximum of seven years\.

Individuals in LTE positions may bid on regular Sandia positions as internal candidates, and in some cases may be converted to regular career positions during their term if warranted by ongoing operational needs, continuing availability of funds, and satisfactory job performance\.
