This posting is for a technical manager for Systems Research and Analysis II, Department 8714\. A primary focus of the department is systems analysis to support defense against weapons of mass destruction \(WMD\)\.

The 8714 department manager oversees a portfolio of projects and leads a suite of staff as they perform analyses\. This efforts involve multi\-disciplinary teaming across department lines and partnerships with subject\-matter experts \(SME\) within and outside of Sandia\. Studies often start as ill\-defined questions, where the first task is to identify the problem to be solved, and requires strong interpersonal skills to discern the customer’s issue of concern and formulate the problem statement\. Analysis tasks often entail information solicitation from SMEs, technical research, data generation, data analysis, modeling with a systems view, and critical thinking\. Final products include briefings and reports and are often delivered to Sandia and government executives\. The role requires working in a broad teaming environment across the laboratory and interagency\. This includes maintaining programs in a dynamic and frequently ambiguous work environment\. The 8714 manager applies knowledge and experience to independently judge work quality, performance, and alignment of results with customer expectations\.

The 8714 department manager engages with customers within the Lab and externally\. Programmatic responsibilities may include customers within Sandia, at DHS, DoD, state and local agencies, and elsewhere\. These responsibilities include travel to Washington DC and other locations to meet with customers and stakeholders, as well as travel to other laboratories and Sandia/NM in support of project management and execution\.

The 8714 manager oversees and manages members of the workforce within the department\. Coordinates subordinate employee recruitment, selection, training, performance assessment, work assignments, salary, and recognition and disciplinary actions\. Ensures that customer needs are satisfied by managing and coordinating specific deliverables, overall program and project plans, budgets, structures, schedules, and staffing requirements\. Balances the acquisition and development of staff resources, capabilities, and existing and future projects or programs\. Oversees work that is rooted in the fundamentals of science and engineering and requires a deep understanding of engineering and scientific principles\.

+ Must possess a minimum of a Masters degree in science, engineering, or mathematics; equivalent combination of education and experience will be considered

+ Demonstrated ability or experience in providing critical thinking on a wide range of technical and nontechnical issues in the presence of ambiguity

+ Demonstrated ability to lead cross\-organizational teams with diverse backgrounds and broad experiences, and to incorporate those viewpoints into balanced products

+ Demonstrated ability and experience preparing and delivering succinct, informative papers and presentations

+ Experience interfacing with a variety of customers/stakeholders at multiple seniority levels within or outside of Sandia

+ Demonstrated ability and desire to come up to speed quickly in new areas including an enthusiasm for learning about areas outside of one’s expertise

+ Demonstrated ability to coach and mentor

+ Willingness and ability to travel in support of program development, management, and execution needs

+ Demonstrated ability to exercise discretion with highly sensitive information \(both classified and unclassified\)
+ Active DOE granted Q level security clearance

Department Description:

Department 8714 is part of a six department System Analysis and Engineering Group \(8710\) in the DHS and Defense Systems Center\. Work in 8710 covers a range of topics in national security including nuclear weapons, homeland security, and transportation energy\. Nuclear weapons work includes stockpile studies, surety systems analysis, cost estimation, and future stockpile planning\. Homeland security work includes analyses, simulations, and prototype technology deployments which address defense against biological, nuclear, chemical, and radiological terrorism; disaster management; and cybersecurity threats\. Transportation energy analyses enable technology, policy and regulatory decisions focused on vehicle fleet composition and fuel alternatives\. In these complex problem areas, staff in 8710 combine technical depth, cross\-domain breadth, and multiple analytic disciplines to deliver products that inform decision makers and facilitate evaluation of options and tradeoffs\.
