Job Description

:

The manager of the Environmental Safety and Test Department is responsible for programmatic, quality, and safety oversight of the work being performed within the department, which includes Sandia’s ER Operations to identify, assess, and where necessary, remediate sites where hazardous and/or radioactive wastes have been released to the environment\. Department staff are responsible for implementing ER activities at Sandia’s Albuquerque site\. Surface soils, subsurface media and the groundwater are characterized to determine the nature and extent of contamination\. Several of the ER sites have required the installation of a network of groundwater monitoring wells\. If contaminant levels are above risk\-based health standards, there is an assessment of remedial alternatives; culminating in the selection and implementation of a corrective action\. Because of the legal nature of the work \(governed by a Compliance Order\), ER staff routinely meet with the NMED, DOE/NNSA/SFO, the public and other stakeholders\. ER staff present at bi\-annual Public Meetings, present to the public when securing corrective action completed status, and are subject matter experts in Public Hearings\.

On any given day, responsibilites may include:

+ Development of new radioactive and other hazardous materials package designs, finite element analyses of packages, certification testing of packages, performing other package or package component tests, performing risk assessments on transportation, and providing technical information for stakeholder interactions;
+ The department operates a large high\-bay laboratory in Tech Area III where packages are prepared for impact or thermal testing and where leak testing of the packages is performed\. The department conducts its packaging work under a 10CFR71 Subpart H Quality Assurance plan, including the collection of structural and thermal data from instruments installed during tests and has a QA\-compliant data acquisition system \(MIDAS\) that is housed in a 40\-foot semi\-trailer\. The department manager is required to approve the testing procedures developed by the staff, general quality assurance implementation plans, safe operating procedures, and preliminary hazard screenings;
+ Ability to interface with experimental facilities across the lab and in 1530 to enable effective coordination of safety processes as well as facility scheduling\. Our containers program requires successful collaboration across the NNSA lab complex \(LLNL, LANL, Kansas City\) as well as with PNNL & SRNL;
+ Reporting and accountability to Mutual Defense Agreement & ND WE&P Program offices;
+ Developing and maintaining customer relationships supporting the 8850 containers program with frequent engagement with NA\-52, Containers Program Manager, NA\-531, Office of Packaging and Transportation, as well as DOE/EM RAMPAC program and international entities;
+ The program role requires engagement with national & international standards committees such as ASME and ANSI and professional societies like INMM and the PATRAM conference\.

Required:

+ Bachelor's in STEM and Advanced Degree in Mechanical Engineering, Structural Engineering, Nuclear Engineering, Physics, or a related field plus 8 years of related work experience;
+ Demonstrated experience working and managing the work of others under a strict Quality Assurance regimen;
+ Demonstrated experience in developing and leading R&D efforts;
+ Experience and ability to lead and mentor a technical and support organization with both internal and external customers;
+ Demonstrated experience with external customer engagement and program development activities;
+ Ability to obtain and maintain a DOE Q\-level security clearance\.

Desired:

+ PhD in Mechanical Engineering, Structural Engineering, Nuclear Engineering, Physics, or a related field;
+ Experience with ER operations, including programmatic interfaces, regulatory requirements, and public meeting engagements;
+ Experience in working with radioactive material packages, especially design, analysis, and testing;
+ Experience in environmental restoration and/or geohydrology;
+ Demonstrated ability to work with people who have a very broad range of backgrounds: from field technicians, to regulators, to the DOE, to the public, to SNL management;
+ At least 2 years of leadership and previous management experience as outlined below:

- Project management skills – ability to work with budget, schedule, milestones; understands earned\-value
- Familiarity with the department’s customer set and internal partners\.
- Minimum of five years experience in container design and certification\.
- Experience and familiarity with Sandia’s programmatic structure, including program development experience, with demonstrated strong business acumen\.
- Strong leadership, teaming, and interpersonal skills\.
- Clear and effective written and verbal communication\.
- Familiarity with Sandia’s research enterprise and S&T capabilities\.
- A commitment to Sandia Corporate values, workforce diversity, and the motivation to achieve a culture of continuous improvement in safety, security, and quality\.
- Demonstrated expertise negotiating, drafting and executing SPP \(WFO\) agreements\.
- A track record of successful cross\-discipline and multi\-organizational teaming\.
- Experience and ability to successfully manage project commitments including customer interfaces and collaborations that span multiple organizations\.

Department Description:

The Transportation Risk and Packaging Department, performs research and development, safety engineering, vulnerability assessment, and risk assessment for the DOE on national nuclear material transportation needs\. The Department primarily supports DOE's National Transportation Program\. In addition, the Department performs R&D and risk assessment work for the NRC, WFO, and other DOE programs\.

Security Clearance:

Position requires a Department of Energy \(DOE\) granted Q\-level security clearance\.
